The Department of Conservation and Recreation seeks applicants for the position ofRegional Planner IV - Landscape Architecture. Please submit a cover letter and resume as part of the application process. * *GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES This RP IV position is a senior project manager in the Landscape Architecture Group of DCR’s Design & Project Management Bureau. The primary responsibility of the position is the planning, design and delivery of capital park projects. In collaboration with DCR technical and policy experts, the project manager coordinates site analysis, develops scope to achieve DCR goals, solicits proposals for planning and design and manages the design, permitting and construction process. With DCR’s External Affairs and Legislative Affairs offices, the RP IV coordinates the public outreach process with residents, park stakeholders, and government officials. Additional duties include long-range planning assignments, such as master plans and data collection, to inform capital planning and resource protection, participation in agency-wide policy-setting initiatives, like tree preservation and landscape management, and participation on inter-agency teams as DCR’s liaison. The project manager will also lead in-house design and planning efforts. A strong design sense, familiarity with the design and construction process, environmental permitting, and a knowledge of the Commonwealth’s natural and cultural resource heritage are critical to the position. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES* * 1. Project Management: Research the site history and context, establish the project scope of services in collaboration with DCR’s project team, develop a public outreach program and manage the project from concept design through permitting and construction observation to assure DCR goals and objectives are met. 2. Consultant Procurement: Develop technical Requests for Qualifications and Requests for Proposals for contracts between the Department and design, engineering and permitting consultants. Identify clear phases, tasks and deliverables and manageable schedules to assure success completing work within the Commonwealth’s fiscal year. Serve on Procurement Teams for other Project Managers, reviewing and evaluating consultant proposals. 3. Design Expertise: Lead DCR in-house planning and design projects, including the design and documentation of park projects. 4. Technical Expertise: Provide design review and comment on construction projects proposed by other public or private entities to assure the projects support DCR’s mission and objectives. Respond to both DCR and external requests for assistance and information, including project status reports and requests for information concerning DCR projects and properties. 5. Capital Planning: Assisting in the development and review of annual Spending Plans and Five-Year Capital Plans. 6. Long-range Planning: Create scopes of services for master planning and other physical planning documents, and manage planning processes, whether through consultant services or inhouse staff. 7. Administration: Perform DCR administrative tasks such as capital program management, records archiving, and Human Resources and Information Technology training. 8. Manage teams; to coordinate the efforts of others and collaborate with team members to accomplish project goals. (move from qualifications required at hire). 9. Working familiarity/ knowledge of 521 CMR: Architectural Access Board and USDA Forest Service Trail Accessibility Guidelines. 10. Working familiarity/knowledge of applicable Commonwealth environmental agencies, laws, polices, and regulations. 11. Manage large, complex projects involving multiple stakeholders, including municipal and federal officials, sister agencies, public advocacy groups, private entities such as utilities, and the general public. 12. Field and site meetings across the state and occasional evening meetings in person or virtually. 13. Organize, develop, and lead project-related public meetings and effectively gather and synthesize public input. PREFERRED QUALIFICATIONS: 1. Ability to design park projects (concept, layout, grading, planting, details), document the designs and write and edit specifications. 2. Ability to prepare master plans and feasibility studies. 3. Proficiency with ACAD for drafting, documenting, and redesigning construction drawings. 4. Proficiency with PowerPoint presentations and strong experience with spreadsheets, statistical analysis and geographic analysis software. Work experience and knowledge using Microsoft 365 and other online computer/software applications. 5. Proficiency with Adobe Acrobat and Bluebeam for editing and redesigning studies and plans. 6. Knowledge of the physiographic regions and natural communities of Massachusetts and the ability to identify native species. 7. Ability to identify invasive species of Massachusetts and knowledge of best management practices for their removal. 8. Familiarity with the history of open space planning and design in Massachusetts, including the work of Olmsted and Eliot. 9. Familiarity with Complete Streets design criteria and Low Impact Design strategies—including green infrastructure stormwater management. 10. Familiarity with Resilient MA planning documents and best management practices for climate resilience. 11. Familiarity of the Commonwealth’s natural, recreational, and cultural resources. 12. Open to learning from and mentoring colleagues of the Design & Project Management team and fellow DCR employees. 13. Superior oral communication skills, including public speaking and meeting facilitation. 14. Design review and quality control experience for landscape architecture and engineering projects. 15. Superior writing skills, including the ability to synthesize information in written form. 16. Ability to work independently, requesting guidance as required. MINIMUM ENTRANCE REQUIREMENTS: * Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years d the required (A) experience. II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis on the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitution will be permitted for the required (C) experience.
