The State Highway Administration’s (SHA) Office of Transportation Mobility and Operations is seeking to fill an executive service position as a Regional Manager (Program Manager I) in Anne Arundel County. This position is open to anyone who meets the preferred qualifications listed below.
Nature of Work: The main purpose of this position is to fully manage in an assigned Regional Operations area or other areas as needed. This position will operate as part of the Regional Operations Division of the SHA Office of CHART- Coordinated Highways Action Response Team ITS (Intelligent Transportation Systems) Development. The Office of CHART is a 24hr/7day per week traffic incident management program. The Regional Manager manages and directs traffic incident management activities in an assigned region, while providing leadership to personnel in the greater Baltimore, National Capital, Western or Eastern portions of Maryland. This position will provide managerial direction to a staff of Highway Operations Technicians, Emergency Response Technicians (ERT), and Emergency Traffic Patrol (ETP) units. ETP's are staff from maintenance shops and other facilities that perform ERT related tasks in peak morning and peak afternoon periods to supplement the CHART patrols. On the scene of incidents, the Regional Manager functions in the capacity of Incident Commander for SHA/CHART at the discretion of the Division Chief of Regional Operations, working with the other public safety agencies in a structured incident command system to mitigate these incidents affecting the highway system.

PREFERRED QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Five (5) years of experience performing highway operations work, such as clearing roadway incidents, assisting disabled motorists and operating radio communication systems. Two and a half (2.5) years must have involved experience in Traffic Incident Management, to include one (1) year of supervising that team or a team of a related field (emergency management, incident management, etc.).
Notes:
Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experienceLicenses Certifications
Candidates must possess a Class C motor vehicle operator's license valid in the state of Maryland.
Candidates must obtain a Class A CDL within twelve (12) months of employment.
Candidates must obtain Incident Command System (ICS) 300 and 400 certifications within the first six (6) months of employment.
