This position serves as the Department of Human Services‘ (DHS) records manager (RM). In this capacity, the position is the chief coordinator for the department‘s overall records management policy, as well as the manager of the department‘s records and information infrastructure, This position works department-wide as the subject matter expert in the field of record management, developing legally and operationally sound department-wide record management strategies and systems for identifying, storing, accessing, tracking, managing the status of, and disposing of records-in electronic and paper formats. It leads work to evaluate, research, and analyze records management processes, including the development, implementation, and maintenance of policy and procedures, records and information management training, record inventories, and retention schedules. This position is responsible for ensuring compliance with statutory and regulatory requirements to preserve and protect department records. This position knows the locations, formats, and sensitivity of the department’s records and is responsible for the department’s records retention schedules, including use and enforcement.
Some responsibilities include, but not limited to:
To assume responsibility for on-going design of an agency-wide records and information management structure.
In coordination with the Records and Policy manager, this position will provide advice, guidance, and strategies to the members of the Executive Teams, so that programs and divisions are prepared to meet regulatory records management standards.
Provides records management direction to staff as needed.
Implement and manage an agency-wide records and information management infrastructure.
Monitor, assess and enforce compliance with the agency-wide records and information management infrastructure.
Oversee, coordinate, and monitors the management of records at offsite storage facilities.
Coordinate development of Compliance Office content management and collaboration tools and processes.
Minimum Qualifications

Three (3) years professional experience providing records management functions for a large (500+ employees), multi-site organization in both paper and electronic formats.
Experience must clearly demonstrate:
Practical experience records management that includes nature and rules associated with their lifecycles (Retention).
Knowledge of and experience with HIPAA.
Experience working electronic records management and understand information management practices.
Practical understanding of managing records and data in the context of risk factors associated with records in electronic and paper formats.
Microsoft Windows and Microsoft Office, including Word, PowerPoint, Excel, Outlook, and SharePoint.
*Bachelor’s Degree in Library and Information Science, Archives and Records Administration, or another closely related fields may substitute for one (1) year of work experience.
Master’s Degree in Library and Information Science, Archives and Records Administration, or another closely related fields may substitute for two (2) years of work experience.**
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Certified Records Manager, Certified Records Analyst, or Information Privacy Professional certificates.
Knowledgeable of DHS communications protocols, channels of communication and policies.
Knowledge of privacy and government data practices laws.
Experience managing records and data for legal discovery.
Experience working with Minnesota Government Data Practices Act.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
