  Position Details

  Portland Public Schools (PPS) is seeking talented people from diverse backgrounds and experiences to lead change and inspire PPS students.   BASIC FUNCTION:

  Under general direction, and reporting into the Racial Equity and Social Justice (RESJ) department, manage assigned staff and oversee district wide efforts to improve student success for students of color through the thoughtful inclusion of partnerships with culturally specific and multi-racial organizations; design, develop, and implement RESJ Partnership Strategies; represent the RESJ team and serve as a liaison to other PPS departments working with internal and external stakeholders to collaborate with district leadership, parents, caregivers, community agencies, school and district staff and stakeholders to oversee, identify, track and monitor program effectiveness.

  REPRESENTATIVE DUTIES:

  Plan, implement and manage and evaluate the district wide implementation of the RESJ Partnership Strategies and the SUN service system that aligns with the PPS vision, mission, theory of action, strategic plan and RESJ Plan and Framework. The position includes responsibility for ensuring contracts are established and partners/district are in compliance, providing connections between partners and school administrators where they serve, ensuring culturally specific family engagement along with wrap-around services for students, and providing extended day enrichment for students. Assist in, develop and track program work plans; provide written and oral communications on program and projects' timelines, status, deadlines and completion; create and follow change control procedures and systems, review completed work and work in progress for functionality and advise administration on status of projects and any problems impeding completion. Participate in and lead cross-departmental teams to ensure student success. Collaborate with school leaders to better understand school/community needs in order to match partner support and strategies to student and school community need. Work with school communities, culturally specific community partners and the PPS Office of Research, Assessment and Accountability to ensure all students are represented accurately in reported partner data in order to understand needs, assets, educational growth and achievement. Develop and implement qualitative and quantitative reporting that documents the district's efforts to ensure student success. Lead RESJ Partnership Programs to ensure culturally specific services align with the district wide plans for student success. Act as the liaison, facilitate, and maintain relationships with RESJ partners including Black Parent Initiative, Horizons Counseling - YEP, IRCO, Kairos, I AM Academy, Coalition of Black Men (COBM), Latino Network, Open School-Step Up, POIC, REAP, SEI, NAYA, Unite Oregon, Urban League, and more. Identify potential new RESJ partners organizations that serve an unmet need. Research, analyze and report on best practices to support students and ensure continuous improvement throughout the district.Demonstrate a commitment to the Portland Public Schools RESJ commitment by developing a thorough knowledge and application of the district Racial Educational Equity Policy and other board policies; participate in staff development, in-services and trainings related to diversity, equity and inclusion in the workplace and in K - 12 education; model appropriate behaviors; develop, recommend and implement improvements to educational practices with awareness and understanding of their impact in a racially and culturally diverse community. Lead and participate in training, in-services, workshops and meetings related to assigned activities; serve on a variety of district and community committees as assigned. Supervise the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions. Create, maintain and distribute a variety of analyses, spreadsheets, records, reports, lists and files of general information and confidential materials. May administer program budgets, as assigned. Perform related duties as assigned.

  KNOWLEDGE AND ABILITIES:

  Knowledge of:

  Child and adolescent psychology and behaviors.Critical Race Theory and Culturally Responsive and Culturally sustaining pedagogy.History in Oregon, Portland and the United States; knowledge and understanding of PPS' student and family experiences and context.The Oregon Department of Education's Student Success Plans and ability to integrate key components with PPS vision, mission, theory of action, strategic plan and RESJ Plan and Framework.PPS vision, mission, theory of action, strategic plan, RESJ plan and Framework, RESJ Professional Development Framework and PPS' Racial Educational Equity PolicyExcellent communication skills, both written and orally.Strong facilitation and collaboration skills.Elements of effective supervision.Research design methods and assessment techniques. Strong project management and organization skills.

  Ability to:

  Work with a diverse set of stakeholders both internal and external to PPS.Read, interpret, communicate and implement a variety of complex laws, guidelines, initiatives and policies. Represent the district and serve as a Liaison with culturally specific organizations and community leaders in alignment with the values of district and in a professional manner befitting the formality of the role. Interpret policy and make decisions within a defined set of guidelines. Deliver a high-level of customer service to district students and stakeholders.Advocate, model, learn and implement Portland Public Schools Racial Equity Initiatives.Coordinate and collaborate with a variety of stakeholders to affect positive outcomes. Monitor and report on individual and group student plans and progress. Research, compile, analyze and verify data and prepare reports. Communicate clear objectives for assigned programs and activities. Establish and maintain strong partnerships with external community partners.Maintain confidentiality and demonstrate discretion, initiative and good judgment.Work collaboratively with a multitude of stakeholders, including parents, caregivers, students, district staff and community partners. Supervise the work of assigned staff, providing work direction, guidance and training. Participate in department, school, district and community meetings. Use a variety of technologies and software programs, such as Microsoft Office Suite, Google Suite, PeopleSoft, district payroll systems and other software programs.

  EDUCATION AND EXPERIENCE:

  Education: Bachelor's degree from an accredited college or university, with a major in education social work, communications, management, program administration, cultural studies or related field. Work experience may be a substitute for a degree.Masters Degree and/or specific training and professional development in education preferred. Work experience may be a substitute for a degree.Experience: Five (5) or more years of experience working with school communities in education and related services. Three (3) or more years experience managing staff and teams.Any other combination of education and experience that would likely provide the required knowledge and abilities may be considered.

  SPECIAL REQUIREMENTS:

  Work hours may include on- and off-campus evening and weekend activities and meetings and district, school and student functions.Some positions in this classification may require the use of a personal automobile and possession of a valid Class C Oregon driver's license.

  Work Environment: Work is performed primarily in a standard office environment with occasional visits to District sites. Work hours may include on- and off-campus evening and weekend activities, meetings and district, school and student functions.Hazards: Potential conflict situations.Physical Demands: Primary functions require sufficient physical ability and mobility to work in an office setting; dexterity of hands and fingers to operate a computer keyboard and other office equipment; sitting or standing for extended periods of time; kneeling, bending at the waist, reaching overhead, above the shoulders and horizontally to retrieve and store files and supplies; lifting, pushing, pulling and carrying office equipment, supplies and materials weighing up to 25 pounds; repetitive hand movement and fine coordination to use a computer keyboard; hearing and speaking to exchange information in person or on the telephone; seeing to read, prepare and assure the accuracy of documents.

  CLASSIFICATION AND SALARY:

  This position is classified as Student Success Senior Programs Manager, Pay Grade 32, on the Non-Represented, Confidential, Professional and Management Employees salary schedule FLSA Exempt.

  SALARY RANGE: $102,386 - $122,254

  This position is a 260 day work year.

  Portland Public Schools is a public employer and participates in the Public Employees Retirement System (PERS/OPSRP). Eligible employees are required by statute to contribute 6% of salary on a pre-tax basis to OPSRP/IAP, after serving six months under a PERS employer.
