Salary Statement:
The salary for this position traditionally starts at $67,314, but may be commensurate with education or work experience.
Role Overview:
The Quality Assurance Analyst will work to create a standard by which safety is measured for any child involved with DCS, residing in their own home. This standard will be measured against a developed Quality Assurance tool which is valid, accurate and reliable. The Quality Assurance Analyst will create a schedule of random sample pulls from each region in their assigned territory to review monthly. This role will develop tracking of findings and scores for each region. This will be available monthly with the expectation of quarterly reports, including graphs and visual controls. This role will be expected to lead monthly safety conversations with specified stakeholders and keep key leadership informed of safety trends. The Quality Assurance Analyst will utilize multiple sources of existing data sets to overlay with their findings for deeper understanding of the scores, including identification of regional skillset vs familiar risk factors. Once safety quality review methods are established this role will then develop a desk review of unsubstantiated assessments for safety quality, which will include a random pull from both local and SafeAct closures. This position will also establish a method to review screen-outs that occur at the local office level, which were originally screened in. This role will be responsible for administering the child safety quality assurance program within their assigned region. They will utilize education, experience, consultation, cooperative programming, and coordination to accomplish goals.
A Day in the Life:
The essential functions of this role are as follows:
Establish Safety Definition and Standard to measure against
Establish fidelity of Safety Planning to measure against
Create a safety quality review tool that is objective and reliable for statewide use for in-home cases
Tool to include assessment initiation through current case status
Include a review of all Structured decision-making (SDM) tools
Include all Plan of Safe Care (POSC), Safety Plans and Child & Family Team Meeting (CFTM) notes for quality
Frequency of visits in the home and quality
Create a safety quality desk review tool that is objective and reliable for statewide use for unsubstantiated assessments (SafeAct or local closures)
Manage and review random samples of In-home and IA cases as well as Unsubstantiated assessments for safety standards (established above)
Accurately track trends of safety issues and practice drift by category and geographical region
Create review schedule per month/quarter for assigned territory
Create appropriate sample size per region per month for capacity of territory
Complete quarterly trend report to management to include graphs, and visual controls
Plan and lead field and legal leaders through the data and findings with efficiency
Collaborate and communicate with policy and practice teams based on findings
Provide professional and clear presentations of safety findings as requested
Establish and lead a Monthly Safety Advisory Team: Safety QA, Field Representative (N, C, S -RM, one ADD ), Staff Development Representative, Legal Representative to discuss safety trends and needs each month
Monitor field operations service delivery to determine child safety effectiveness within assigned region

What You'll Need for Success:
The ideal candidate in this role should minimally have either
a Bachelor’s or Master's Degree and,
at least 8+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
You must meet the following requirements to be considered for employment:
Ability to communicate effectively both orally and in writing
Thorough understanding of child safety and risk
Knowledge of the federal and state laws and regulations governing child welfare
Broad Knowledge of organizational and departmental relationships
Ability to establish priorities, set deadlines and carry out periodic reviews
Ability to present and explain complex concepts to diverse groups of people
Ability to anticipate problems that would create barriers to achieving goals and initiate corrective action
Broad knowledge of reporting systems and ability to accurately interpret complex statistical data, reports, etc
Proficiency in software applications for tracking work and creating reports with visual data
High level of professional judgement
Knowledge of data analytics and familiar with the following data sets:
Safety Assessments
Safety Culture survey
SSIT data
Repeat maltreatment
CFSR Items 1-3
Apply best practices in statistical methodology
Able to work independently and autonomously
Flexibility of hours to meet customer needs for reviews
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
