Position Summary: Tidal Basin has an opportunity for experienced FEMA Public Assistance Closeout Specialists. The work performed will be completing closeout activities on behalf of our clients. Strong knowledge of FEMA regulations, policies, and guidelines is required along with excellent communication skills. This is a great opportunity to join our team of experienced FEMA Public Assistance Specialists working to ensure the successful application of the grant program on behalf of our clients. The FEMA PA Closeout Specialist will travel as needed and work onsite at the client’s designated location.
Job Duties and Responsibilities include:
Assessing a project’s work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW.
Researching details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly align with the completed approved grant SOW.
Supporting the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc.
Monitoring processes that assure federal post-award grant compliance requirements are being met by state agencies and local jurisdictions on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.
Process will involve project processing from Obligation to Closeout; complete all portions of the 3 phases of Closeout; 1) request, 2) review, 3) validate, and process all documentation required to large and small payments and closeouts per state requirements; validate that mitigation requirements and the expenses requested meet all guidelines.
Review and process State Agreements with Subrecipients; Request, review, and process Request for Payments.
Process per state guidelines cost overruns, underruns, deobligations, and withdrawals; track all progression of work into State database program; validate that FEMA has reviewed and approved any time extensions, over/underruns/deobligations, and closeouts.
Ability to converse with State management, employees, sub-recipients, FEMA, and other agencies is required. Ability to professionally represent the State and Sub-recipients.
Complete all required training
Skills and Competencies:
Prior experience performing financial closeout duties related to the FEMA PA Program.
Prior experience supporting COVID-19 project formulation for the FEMA PA Program.
Financial auditing experience related to government funding, non-profit grant management, and/or general business operations.
Strong proficiency in Microsoft Word and Excel; must be able to set up hard copy files and computer files to meet requirements for all documentation.
Business, financial, and/or government consulting experience is preferred.
Required Education and Experience:
A bachelor’s degree in disaster management, business administration, finance and accounting, public administration, and/or a related field.
At least three (3) years of full-time work experience, post undergraduate degree completion, working on FEMA PA program closeout. Preferred experience with State level payment and closeout experience.
At least 2 years of experience working on a COVID disaster and COVID policies.
Demonstrated experience of fundamental understanding of finance and accounting principles with the ability to document/consolidate data from detailed source documentation (timesheets, equipment records, invoices, etc.) as related to the closeout process, ensuring all projects, files, and computer documentation are audit ready.
