The Proposal Manager will manage and develop proposals for Federal opportunities through the entire proposal lifecycle. This role is responsible for planning, writing, reviews, production, assembly, and submission of compliant and compelling proposals.
The Proposal Manager will utilize best practices for proposal development and project management. They will create comprehensive plans and schedules while managing subject matter experts, reviews, editing, graphics, formatting, and assembly. This role will maintain quality control, ensure compliance, and execute post-submission activities. They will complete proposals on time and on budget while meeting government requirements.

Primary Responsibilities:
Develop comprehensive proposal management plans (PMP) that outline the strategy, schedule, resources, and processes required to efficiently develop and submit a compelling proposal
Manage the key elements of the PMP to include proposal schedule, roles and responsibilities, content development plans, logistics, budget, compliance matrix, style guide, communications protocols, lessons learned, and post-submission activities
Write proposal documents including outlines, cross-reference matrices, and content
Lead kickoff meetings to outline logistics, responsibilities, and objectives
Manage subject matter experts to develop compliant and compelling content
Ensure proposals comply with all RFP requirements
Conduct discipline reviews for accuracy and completeness
Facilitate color team reviews including Pink, Red, Gold, and Green reviews
Manage editing, graphics, formatting, assembly, production, and delivery
Lead post-submission debriefs, win assessments, and lessons learned
Maintain proposal records, knowledge management systems, and libraries
Utilize MS Project or similar tools to manage proposals

Years of post-high school education can be substituted/is equivalent to one year of experience.
Required Qualifications:
3+ years of Federal, state, or local government proposal management experience
Experience with MS Project or similar project management software
Proficient with MS Office Suite
Proven exceptional writing, editing, organizational, and time management skills
Experience following industry best practices for proposal management and willingness to learn and follow Optum Serve proposal management best practices
Proven to be detail-oriented with ability to manage quality control reviews
Preferred Qualifications:
Shipley certified in proposal management
Experience with healthcare, IT, or healthcare consulting proposals
Experience with a proposal content management database
California, Colorado, Connecticut, Hawaii, Nevada, New Jersey, New York, Rhode Island, or Washington Residents Only: The salary range for California, Colorado, Connecticut, Hawaii, Nevada, New Jersey, New York, Rhode Island, or Washington residents is $88,000 to $173,200 annually.
