ROLE SUMMARY
As an essential member of the Chicago Department of Public Health Bureau of Health Protection & Response, the Projects Administrator – Finance and Grants will serve as the executive administrator of finance/administration for the Office of Administration and Grants Management which oversees over $450 million in supplemental COVID-19 grant funding. Under the direction of the Assistant Commissioner the position will support the full grants management cycle for the administration of grant funds from application to close-out. Position will oversee both the Office’s Grants and Finance teams, monitoring grant performance and expenditures, guiding and providing oversight to financial processes, reviewing and approval grant reports, and supporting audit preparation.
ESSENTIAL DUTIES
• Manages and directs the grants management and financial administrative functions for the Epidemiology and Laboratory Capacity (ELC) overall COVID-19 portfolio including over 25 active project awards. Oversees all funding-related processes (i.e., grants management, RFPs, hiring, etc.).
• Ensures compliance with all federal grant financial accounting and reporting requirements, the OMB Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (2 CFR 200).
• Manages pre-award requirements and closeout procedures/requirements.
• Manages grant administration activities and the grants management cycle including proposal development and submission, budget development, fiscal and programmatic reporting, and program evaluation.
• Develops and submits grant proposals, reviews grant components for accuracy, completeness, and compliance with regulatory guidelines and provides recommendations for a thorough submission.
• Negotiates budget revisions and contract amendments with participating delegate agencies.
• Oversee the development of reporting mechanisms to track grant expenditures and to monitor program activities.
• Assists to respond to inquiries by auditors and provides necessary documentation as required.
• Assists in the preparation of key grant related reports (e.g., quarterly, semi-annually, and annual performance reports, financial status reports).
• Provides technical assistance to delegate agencies in grant reporting, budget revisions, and grant associated requirements including allowable expenditures to ensure compliance with federal requirements and application procedures, as required.
• Advises the Assistant Commissioner on grant compliance, fiscal responsibility, and compliance with the Code of Federal Regulations requirements for purchasing, allocations, auditing, CFDA requirements, etc.
• Participates in local, state, regional and federal conferences regarding program directives and funding, participate in task forces and committees related to public health, Finance/Administration, and applicable programmatic topics.

Qualifications:
MINIMUM QUALIFICATIONS
Education
Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or a field of study directly related to the responsibilities of the position.Experience
Five years of project management work experience, or an equivalent combination of education, training, and experience.OTHER KNOWLEDGE, SKILLS, ATTRIBUTES, AND ABILITIES
Considerable knowledge of:
Grants management knowledge, including fiscal and programmatic experience with federal and or state grants.
Management and supervisory methods, practices, and procedures.
Understanding of City and department policies, procedures, rules, regulations, and ordinances.
Program planning and administration.
Project management principles.
Adept at project management and other software packages (specifically, Excel and Visio).
Excellent verbal and written communication skills.
Knowledge:
· Experience and knowledge in emergency preparedness & response planning preferred.
· Previous experience with federal and state grant programs pertaining to requirements, contractual arrangement, and procedures (e.g., writing and submission of grant proposals, monitoring/oversight of grant expenditures, preparing of required status reports to grantors, data collection and analysis associated with status report development for grantors).
· Previous experience in positions involving the management, coordination and oversight of special projects and inter-department and inter-agency programs and initiatives in his/her area of expertise.
Abilities:
· Must be able to develop and implement grant budgets, financial tracking and compliance standards related to the proper expenditure of federal funds.
· Must be able to manage, coordinate and oversee complex, technical projects and intra-department and inter-agency programs and initiatives in his/her area of expertise.
· Must be able to manage federal and state grant programs pertaining to requirements, contractual arrangements and procedures (e.g., writing and submission of grant proposals, monitoring/oversight of grant expenditures, preparing of required status reports to grantors, data collection and analysis associated with status report development for grantors).
Skills:
· Excellent oral and written communication skills.
· Strong project management skills, including project conception, design, planning and execution.
· Strong organizational and speaking skills.
· Knowledge of the local public health and healthcare system.
· Ability to organize individuals into effective groups and/or teams to accomplish specific tasks.
· Motivated and independent team player.
SELECTION REQUIREMENTS

This position is funded by a federal grant. These funds may be extended, but CDPH cannot guarantee this position will be funded past July 2026.
