  Job Description

  About the Office of the Inspector General

  Since its creationas the nation's first state-level inspector general's office, the Massachusetts OIG has been at the forefront of promoting effective government and the responsible use of public money and property. The OIG is an independent agency charged with preventing and detecting fraud, waste and abuse in the use of public funds and public property. By statute, the Inspector General (IG) has broad authority to oversee the use of state, local and federal funds by state and local governments, as well as by those who receive government funds or use public property. This includes state agencies, counties, cities, towns, quasi-governmental authorities and districts, as well as individuals, corporations and not-for-profit organizations that do business with the government.

  The Office is led by the Inspector General of the Commonwealth, who is appointed by the Governor, Attorney General and Auditor "...solely on the basis of integrity and demonstrated ability in accounting, auditing, financial analysis, law, management analysis, public administration, investigation or criminal justice administration." M.G.L. c. 12A, § 2.

  The Office is organized into 12 business units, operates from two locations, employs approximately 90 staff, and has an annual budget of approximately $9.8M. Additional, information about the office may be found at Welcome to the Office of the Inspector General | Mass.gov.

  Operations Bureau

  The Operations Bureau (OPS) plays a crucial role within the OIG. It is responsible for a variety of functions including budgeting, human resources, office administration, case management, procurement, operations, information technology, cybersecurity and records management.

  Project Manager: Position Overview

  The Project Manager will be responsible for driving innovation and will serve as a change agent with a strong interest in systems and process improvement. The Project Manager will provide strategic planning of projects from requirements definition through deployment, including coordination of schedules, scope, implementation plans and risk mitigation. The OIG is looking to modernize our technological offerings to enable our workforce to be more efficient, enhancing communication and collaboration, and streamlining processes. The ideal candidate will be a hands-on leader with a record of developing platforms for internal processes, coaching project team members and possess strong leadership, technical, organizational development, and project management skills. The Project Manager will report to the Chief Operating Officer.

  Responsibilities include but are not limited to:

  Develop and implement procedures and guidelines for the project process from procurement to implementation to meet the OIG's objective and goals. Lead cross functional projects for acquiring appropriate goods and services, in support of the OIG's mission, goals, strategies, practices. Collaborate with staff to define project scope, objectives, deliverables, success criteria and strategic cross functional alignment. Create and maintain comprehensive project documentation; develop spreadsheets, diagrams and process maps to document needs, including project implementation plans and timelines, communication plans, status reports and operational checklists. Coordinate with team members to make sure that all parties are on track with project tasks, responsibilities, requirements and deadlines. Coordinate meetings with internal and external project tea members to identify and resolve issues. Manage stakeholder expectations and project success outcomes. Seek opportunities to resolve problems, achieve goals, or otherwise advance the OIG's mission.Submit protect deliverables and ensure that they adhere to best business practice and all appropriate sign offs are achieved.As appropriate, meet with vendors and other state officials to stay informed on products and services available to the OIG.Facilitate Continuous Process Improvement (CPI).

  Qualifications

  Key Abilities, Skills and Experience:

  Excellent communication and writing skills with the ability to work collaboratively and clearly communicate technical concepts to both technical and non-technical audiences across all levels of an organization. Demonstrated leadership skills and technical expertise that enable direct oversight and problem solving for implementations, upgrades, and operational project activities. Willingness to investigate, learn, and initiate new processes, technologies, and analytical tools. Ability to keep meticulous and consistent documentation of processes, architecture, and solutions as well as to present information inaccurate and concise format. Methodical and able to follow documented procedures and instructions. Excellent problem-solving and analytical skills with the ability to independently analyze reported issues, document, and recommend strategic solutions. Demonstrated leadership with strong organizational and customer service skills, ability to work on multiple assignments, attention to detail and process redesign experience. Organized self-starter and effective collaborator with the ability to work independently, as well as with teams.

  Preferred Abilities, Skills and Experience Include:

  Professional certification such as Project Management Professional (PMP), Certified Associate in Project Management (CAPM), PMI Professional in Business Analysis (PMI-PBA), Program Management Professional (PgMP), Prosci Change Management, Project Management methodologies: Agile, SCRUM, Kanban, Waterfall, Six Sigma. Strong experience using MS Office 365 and experience with project management tools/system.

  Minimum Entrance Requirements:

  3 - 5 years project management experience.

  Salary Range: $105,000 - $115,000

  Other Position Information: Full time/Exempt

  Hybrid Work Schedule:

  The Office of the Inspector General offers a hybrid work schedule. Under this policy, employees may request one of the following weekly hybrid schedules: 1) four days telework and one day onsite; 2) three days telework and two days onsite; 3) two days telework and three days onsite; or 4) one day telework and four days onsite. The onsite location is at OIG's Boston office and employees may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the Hybrid Work policy. Employees will be assigned to their onsite workspace based on their approved schedule. The approved telework location must be located within Massachusetts or within an approximately two-hour driving or train commute distance. OIG does not reimburse employees for travel to the office. In addition, the successful candidate may be required to work primarily on site in Boston during the initial training and orientation period and/or for certain positions a primarily on-site role may be necessary.

  In addition, the Office provides employees the opportunity to elect life insurance, long-term disability insurance, deferred compensation savings, tuition remission and pre-tax commuter account plans, along with other programs.

  This position may be eligible for the federal Public Service Loan Forgiveness (PSLF) program administered by the federal government.
