Background:
The Aviation department of the Port Authority of New York and New Jersey is currently seeking a strategic Project Manager to be a part of the $2.72 Billion program that is the cornerstone of redeveloping Newark Liberty International Airport (EWR). The recently opened new Terminal A Program is the first completely new terminal built at EWR in decades and includes a world class terminal and infrastructure. The Project Manager will be working in a fast paced, high impact program with other seasoned professionals. Program requires strong technical background as well as operational awareness to effectively implement projects in the operating environment of an airport.
Reporting to the Senior Program Manager, EWR Redevelopment, the Project Manager will be working on assigned capital redevelopment projects at the EWR Airport. The Project Manager will primarily be responsible for overseeing design and construction of AMEX Centurion Lounge building extension at the New Terminal A at EWR Airport, and close out of ConRAC (Consolidated Rental Car Facility) and other New Terminal A infrastructure work.
Overall responsibilities include management of the various aspects of projects including but not limited to project initiation, planning, execution, monitoring/controlling and closing for each assigned project. In addition, the candidate will engage with various stakeholders for successful delivery of project. The Project Manager will engage Facility (Operations, Maintenance, Airside, Landside), Engineering Design and Construction and QAD/Permitting Department to successfully complete the project and procure building permit. The position requires a strong technical background as well as operational awareness to effectively implement projects in the operating environment of an airport.
Responsibilities:
Day to day project management including but not limited to project planning/initiation, site visits, attend and organize meetings, resolve technical issues in coordination with Facility and Engineering technical leads, and other stakeholders.
Review design/construction documents including cost estimates and schedules.
Working with contractors involved in the execution of the program, as appropriate and coordination with tenants, staff departments, utilities as well as local, City, State and Federal agencies required to support the program consistent with the department's business plan.
Navigate project complexities, anticipate stakeholder needs, and develop potential mitigation solutions.
Provide timely, accurate and regular updates to the Sr. Program Director as requested for briefings to executive leadership in 4 WTC.
Drafting high quality MJ s, Board items, briefing folders, and presentations, ensuring that all project related information is current and accurate as required.
Supervising PA and consultant staff ensuring the highest level of staff capabilities aligned with best industry project management practices.
Working cohesively with the other assigned Program Managers for Redevelopment
Coordinating with other EWR Redevelopment projects and other capital improvement projects on all design and construction interface issues.
Assisting the Senior Program Manager and Program Director in accomplishing the program's day to day tasks and responsibilities including during his/her absence: attend meetings, make project related decisions, review and sign documents and respond to senior management requests.
Ensure timely completion of projects within scope, schedule, and budget.
Establish, maintain and monitor project schedules and budgets.
Stakeholder engagement.
Ensure all required permits or agreements with regulatory authorities are secured.
Provide periodic reporting to various teams, including executive management.
Qualifications:
Candidates must present the following minimum qualifications to be considered eligible for this position:
Bachelor's Degree in Architecture or Engineering or related field.
Minimum five (5) years progressively responsible Project Management experience in managing staff on complex projects, including knowledge of design, construction and procurement.
Experience establishing project plans, setting priorities, managing risks, and coordinating activities with projects of similar size and complexity.
Experience developing strategies to achieve broad business goals and understanding the impact on various stakeholders within and outside the PA, particularly to interface with and negotiate amongst multiple stakeholders to resolve project conflicts and maintain project scheduling.
Experience managing projects in a transportation environment.
Experience managing or supervising others (consultants, other Project Management staff, etc.) to effectuate program workload effectively utilizing limited available resources.
Experience in project work related to Transportation facilities, parking facilities, new or existing utility infrastructures, and roadways and bridge structures, as well as paving and demolitions of existing structures.
Knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development, and risk management protocols.
Experience providing oversight for consultant architectural and engineering and construction services.
Must possess a valid driver’s license.
The successful candidate must be able to pass a fingerprint-based Criminal History Record Check as mandated by 49 CFR 1542 and will be required to obtain and maintain an airport Security Identification Display Area (SIDA) ID card. SIDA access and airfield driving, and escort privileges also require SIDA training and successful completion of a SIDA test.

Familiarity with PA project management process (work orders, Tenant Construction Alteration Process (TCAP), etc.) is highly desirable.
Progressive Management experience in an airport environment.
Knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development, and risk management protocols.
Professional Engineer (PE), or Registered Architect (RA) license in New York or New Jersey.
Project Management Professional (PMP) certification.
Ability to lead or moderate technical discussions with PA Engineering leads and Facility.
Demonstrated experience in managing and influencing diverse work groups and project teams.
Demonstrated experience in decision-making and problem solving.
