Primary Job Duties and Tasks
The activities this candidate will be tasked with include, but are not limited to the following:
Overall Responsibilities: Supports, plans, and participates in a team of programmatic staff responsible for executing vision, testing, designing system requirements, and successful implementation of a new CCWIS system.
Requirements Management: Development, refinement, and finalization of system requirements. This includes crafting a visionary blueprint that balances innovative solutions with adherence to federal and statutory mandates. Participates in a team to collect detailed functional and non-functional requirements from various stakeholders. Analyze these requirements to understand their impact on business processes and system design.
Stakeholder Engagement: Strategically engage with partners and external stakeholders, ensuring their meaningful involvement in the system's evolution. Assists in initiatives to gather and integrate their insights, thereby enriching the system's design and functionality. Provide consistent updates to community stakeholders in a variety of mediums.
Advocacy and Representation: Champion the representation of Child Welfare programmatic and practice perspectives within the project framework. Advocate for these perspectives, ensuring they are integral to the project's vision and execution.
Communication and Liaison: Serves as a liaison and communication conduit between the CCWIS Programmatic lead, the IT department, PMO, and the System Integrator Vendor. Ensuring a seamless flow of information and alignment of strategic intentions across all entities and advocacy and execution for programmatic goals.
Additional Duties:
Address challenges with creative problem-solving while maintaining strict adherence to timelines, budgetary constraints, and quality standards.
Form a strong relationship with the business stakeholders and IT, partnering to resolve project related issues, provides project status updates and escalates issues and concerns appropriately.
Ability to work with the Office of Child and Family Well-Being stakeholders and articulate the "To-Be" of the future CCWIS system.
Evaluate current process and work within the team to create innovative approaches with IT, PMO and SI vendor to solve complex needs and problems.
Drive team execution and communications with management and stakeholders
Advises in project issues and risks and escalate as necessary
Manage project conflicts, challenges, and dynamic business requirements to keep the project running efficiently
Work with the team leads to resolve people problems and project roadblocks
Able to do postmortem and root cause analysis to help teams continuously improve their practices to ensure maximum productivity
Implement and support programmatic principles, rules, and processes
Proactively identify and eliminate impediments and facilitate flow of project work
Specific Knowledge, Skills and Abilities (KSAs)
The submitted candidate must be able to common knowledge, skills, and abilities in the following areas:
Bachelor's degree in one of the following Business Administration, Social Work, Engineering, and or MBA or related field preferred
5+ years of Experience in supporting and advising medium to large projects
Experience in Child Welfare or related Health and Human Services
Experience in developing and executing complex project plans encompassing OCM, training, requirements gathering, and representing program office needs and objectives in IT projects.
Experience in leading large multifaceted teams to execute and lead successful project implementations
Ability to effectively prioritize and execute tasks in a fast paced, high velocity, environment; ability to stay focused on responsibilities, meet deadlines and manage competing priorities under pressure.
Ability to drive effective meetings: workshops, design, and problem-solving sessions.
Ability to present ideas in business friendly and user-friendly language; demonstrated aptitude for working with, supporting and communicating with users and customers.
