Subject to changeDESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS
Performs technical environmental reviews Municipal Setting Designation (MSD) and Brownfield applications. The ideal candidate has a strong environmental background with experience in Phase 1 and 2 environmental site assessment and groundwater sampling. Additionally, experience is preferred with environmental justice studies, epidemiological or public health cluster analyses, and redevelopment planning.
The Environmental Brownfield and MSD Assistant Manager assists with organizing and implementing the section’s activities. They are responsible for technical project management, grant management, and outreach to the public. This position will support the Environmental Brownfield and MSD Manager with other duties as assigned.
RESPONSIBILITIES:
Prepares, Edits and reviews various reports and records for individual Municipal Setting Designation project applications.
Conducts site visits and oversees inspection activities to ensure compliance.
Serves as a liaison between City personnel, consultants and the public by preparing and scheduling Public Meetings and Hearings.
Coordinates the planning, research and evaluation of the Brownfield Redevelopment Grant.
Prepares Requests for Qualifications; evaluates applications; and researches and recommends the best applicant for professional services contracts.
Prepares work orders for issuance, evaluates work and processes payments.
Maintains database, GIS layer and contract records. Prepares and reviews records for legal work for compliance with Municipal Setting Designations and Brownfield Redevelopments; and
Tracks progress for compliance with project application deadlines. Performs other duties as assigned.
Oversees the inspection activities and personnel to review and evaluate contractors' compliance on various project plans and specifications.
Reviews preliminary plans and evaluates future plans.
Reviews contractor submittals.
Resolves problems.
Operates vehicle to and from various sites.
Attends pre-bid, project management and other meetings.
Prepares and reviews various reports and records.
Provides management of multiple contracts of various sizes.
Serves as liaison between City personnel and contractors, consultants or testing laboratories.
Reviews, approves and tracks consultant or testing laboratory estimates.
May develop standard protocol for environmental and geotechnical investigations.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions.
This is a Houston Public Works Emergency Management Position at the Tier 2 Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
