Kadiak, LLC, a Koniag Government Services company, is seeking a Program Specialist with active Secret Clearance, which will be upgraded to TS/SCI, to support Kadiak and The Office of Global Criminal Justice in Washington, DC.

The Office of Global Criminal Justice advises the Secretary of State and the Under Secretary of State for Civilian Security, Democracy, and Human Rights on issues related to war crimes, crimes against humanity, and genocide. In particular, the Office helps formulate U.S. policy on the prevention of, response to, and accountability for mass atrocities. To this end, GCJ advises U.S. Government and foreign governments on the appropriate use of a wide range of transitional justice mechanisms, including truth and reconciliation commissions, lustrations, and reparations, in addition to judicial processes.

Essential Functions, Responsibilities Duties may include, but are not limited to:

Serve as a Programming Officer who assists the Senior Programming Officer(s), the Grants Officer Representative(s), and the Grants Officer (GO) with program development, program management, country assessment planning, and oversight.

Organize intra-departmental and interagency meetings.

Maintain files, including strategic documents, individual country work plans, program budgets, and assessment plans and reports.

Assist in preparing and administering program’s financial milestones throughout the grant and contract lifecycle, including pre-award, award, post-award, and closeout, to include Preparation of invoices and associated documents for the GO’s review and approval.

Participate in program review meetings and attend meetings that pertain to ongoing programs and new requirements, as required.

Coordinate efforts with the acquisition management office on grant-related issues.

Attending office, team, and program meetings, as required.

Travel to monitor programs, as required.

Serve as one of the office’s points of contact for grant-related vetting matters.

Utilize classified resources from the Department of State (DOS) and other offices to perform classified searches; analyze sources and content to determine whether there has been a gross violation of human rights or other derogatory offense.

On-site presence required with situational telework if appropriate.

Requirements

Bachelor’s degree; in International Relations, International Development Management, or Public Administration; master’s degree preferred.

At least 3 years’ work experience in related field(s).

Strong analytical skills.

Highly organized/demonstrated administrative skills.

Strong written and oral communications skills.

Willingness to work as a team player in a fast-paced environment.

Experience utilizing cost-analysis techniques and ways to evaluate programs.

Experience utilizing quantitative and/or qualitative analysis and evaluation of programs; U.S. government, NGO, or international organization experience preferred.

Familiarity with human rights and democracy records of foreign governments; and an understanding of applicable international standards for human rights.

Familiarity with the principals, theories, and practices of international relations; ability to apply knowledge to assist in shaping The Office of Global Criminal Justice programs to address mass atrocities, crimes against humanity, and genocide.

Experience with conflict/post-conflict situations and/or with human rights/atrocities issues in authoritarian countries or countries emerging from authoritarian regimes preferred.

Experience living and working abroad.

Demonstrated expertise in: Current federal grant policies and regulatory agencies; and

Current federal budget policies and regulations and the ability to apply them to the work environment.

Working Environment Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
