The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughoutMassachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. The Department of Conservation and Recreation is seeking qualified candidates for the position of Program Manager IV, Deputy Chief Park Ranger, Massachusetts State House Security Program. As directed by the Chief, the Deputy Chief will assist with the overall leadership, administration, management, and long-term strategic planning of the DCR State House Security Program. The Deputy Chief will maintain a highly visible, daily presence at the State House, and ensure that all programmatic goals and expectations are being met. The Deputy Chief will provide unwavering support of the State House Security Program mission and its future vision while providing valuable insight and feedback regarding day-to-day operations and program needs. The Deputy Chief will directly supervise the Ranger III/Captains and play a lead role in mentoring and coaching all State House Ranger supervisory and front-line staff to ensure their success within the program. The Deputy Chief, in conjunction with the Chief and Human Resources, will play a lead role in the disciplinary and accountability process for the program. The Deputy Chief will provide a 24/7 availability and/or on-site response for emergency situations and will also be prepared to cover essential shifts and posts when critical staffing needs arise. The Deputy Chief will also act as a primary liaison for the program and provide effective and timely day-to-day operational support to our internal and external partners in a way that enhances the program’s presence and reputation within the building. Duties: -Responsible for the direct supervision and oversight of the State House Ranger III/Captain personnel, as well as the overall development of all Ranger staff through effective leadership, training, coaching, and mentoring. -Provides for and oversees the daily training, development, mentoring and evaluation of all Ranger staff. Commends, rewards, and educates Ranger staff in a timely and effective manner to ensure successful program operations. -Responsible for ensuring that all Ranger personnel (Full time & Seasonal) have a clear, detailed, and functional understanding of established Standard Operating Procedures (SOPs), Code of Conduct, Building & Security Operations Plans, Occupant Emergency Plan, and any other material(s) pertinent to the successful operation of the program. -In consultation with the Chief and Human Resources, the Deputy Chief will play a lead role in recruiting and overseeing the overall hiring process. -Provides recommendations for hiring, and disciplines staff when violations of law, policy, rules and/or procedures are present. -Partners with Human Resources during the hiring, background screening and investigation process for all new hires and promotions. -Ensure that all training, education, and equipment needs of the program are met in a timely and efficient manner. -Other duties, as assigned. Preferred Qualifications: -A college degree in Criminal Justice, Emergency Management, or other related field strongly preferred. -Knowledge of security and building operations to include the collection, analysis, production and dissemination of security related data; threat and risk assessment techniques and criteria; working knowledge of security technology and equipment; knowledge of current security practices and procedures. -Demonstrated ability to develop new concepts and ways of approaching and solving difficult security problems. -The ability to reach logical conclusions from available data. -Demonstrated ability to effectively communicate orally and in writing. -Knowledge and experience of basic human resources functions to include employee supervision, payroll practices, performance evaluation practices, and disciplinary practices. -Experience and knowledge administering the planning, installation, and use of physical security solutions to include access control, visitor management, video management, and alarm monitoring. -Knowledge and experience using current software such as Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and other business-related software. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
