Description: The Javelin International and Co-Production Program Manager will report to the Javelin International and Platform Applications Sr. Program Manager, and will work within the Javelin Joint Venture (Raytheon/Lockheed Martin JJV) management structure providing International program management leadership and support to develop, capture, start up, and execute Javelin co-production, industrial participation, international offset, and indigenous content projects. International business growth is becoming more dependent on distributed work with prospective foreign customers looking to establish content in country. The Javelin program currently has multiple foreign-content projects under consideration. The Javelin International and Co-Production Program Manager will be responsible for shaping and developing the strategic co-production concepts, working with the JJV Leadership and International Business Development to capture the efforts, leading an IPT to start up foreign content projects, and executing the projects to qualify the international sources. This position has responsibility for the strategic development, day-to-day management, and successful performance of Javelin international Co-Production/Industrial Participation programs of the Javelin Joint Venture in Missiles and Fire Control’s Tactical Missiles Line of Business. The program manger (PM) will provide direction, guidance, support, and leadership and work closely with the JCWS Program Director, Tactical Missiles International Co-Production Program Director, International Business Development, Production Operations, Quality, and Global Supply Chain to execute these projects. These efforts could be conducted under both Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) contractual constructs. Additionally, this PM will work to create partnerships across LM Business Areas and Lines of Business to synergize projects, share resources, and achieve OneLM success.
The successful candidate must develop and maintain a positive working relationship with a diverse set of domestic and international customers and joint venture partners. The PM will be heavily focused on executing strategic global supply chain diversification and Javelin final assembly co-production to not only capture new business, but also increase Javelin capacity at a time of unprecedented demand growth and reduce unit costs through increased competition in the supply chain. The PM will be called upon to creatively navigate uncharted territory with little oversight and to resolve complex programmatic issues, identify risks and mitigations, develop new business relationships, capture new opportunities, and work with the JCWS Director to shape strategy and vision for the Javelin franchise.
Basic Qualifications:
- Experience in program management, production operations, quality, or global supply chain, with a business-minded approach.
- Demonstrated success in leading teams to creatively accomplish strategic goals; an out-of-the-box thinker and leader.
- Experience with Export Controlled and US ITAR-controlled military systems.
- Demonstrated leadership skills leading cross functional teams consistent with Full Spectrum Leadership.
- Demonstrated ability to manage multiple, simultaneous projects
- Demonstrated ability to work with and gain credibility with company executive leadership, senior military, and civilian leaders.
- Demonstrated ability to build effective relationships with diverse set of partners, companies, and customers across boundaries and cultures.
- Excellent interpersonal, communication and presentation skills.
- Experience with international trade compliance, export policy, licensing and agreements.
- Able to support frequent domestic and international travel (potentially >50%)
Desired Skills:
- International experience in program management, business, or global supply chain
- Demonstrated pose and success presenting in front of Sr. Executive Leaders within Industry and Government.
- Joint Venture program management experience
- Knowledge of the FGM-148 Javelin system
- Experience in international offset projects, industrial participation, or international co-production / strategic supply chain sourcing.
- Experience and awareness of Production Operations, Quality, and Global Supply Chain functions and processes.
- Proposal management experience

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
