POSITION SUMMARY:
Person in this position will be primarily responsible for overseeing the daily operations of the Welcome Center, providing essential services for immigrants and refugees. Essential Job Functions include those listed below.
ESSENTIAL JOB FUNCTIONS:
Develop and implement advocacy campaigns to address issues affecting immigrants, refuges, and marginalized communities.
Mobilize and organize community members for collective action and social justice initiatives.
Design and deliver educational programs on immigrants and refugee rights, providing information on relevant laws, policies, and resources.
Develop workshops and seminars to empower individuals with knowledge about their rights.
Establish partnerships and maintain a network of organizations offering civil rights, tenant rights, and labor rights training programs.
Provide referrals to community members seeking specialized training opportunities.
Oversee the development and implementation of ESL classes to meet the language needs of immigrants and refugees.
Ensure the delivery of high-quality ESL curriculum and support services.
Offer legal guidance and support to individuals facing immigration and labor-related challenges.
Collaborate with legal professionals and organizations to provide comprehensive legal assistance.
Foster positive relationships with community members, partner organizations, and stakeholders.
Organize community events, forums, and outreach activities to enhance engagement.
Develop and manage program budgets, ensuring efficient use of resources.
Oversee the training and supervision of program staff and volunteers.
Must Embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation; and
Perform all other duties as assigned.
Qualifications
ESSENTIAL QUALIFICATIONS:

Professional appearance and demeanor.
Ability to obtain and maintain a criminal history background check.
CPR Certification, First Aid Certification, and an annual Tuberculosis test.
Valid driver’s license and the ability to obtain and maintain eligibility for WestCare’s Vehicle Insurance.
During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.
EDUCATION and/or EXPERIENCE:
Proven experience in program management, advocacy, and community organizing.
Knowledge of immigration, refugee, civil rights, tenant rights, and labor laws and issues.
Bachelor’s or advance degree in relevant field is strongly desired.
LICENSURE/CERTIFICATION:
Not applicable for this position.
WORKING CONDITIONS:
Work is primarily performed in the community with providers; all documentation is provided in an office setting.
Street outreach is also necessary to meet the clients where they are.
Travel to community-based providers is required; and
Some outdoor activities may be required.

The employee must be able to perform the following essential duties and activities with or without accommodation:
PHYSICAL DEMANDS:
Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 25 pounds. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations using approved physical de-escalation techniques.
Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.
Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee’s essential job functions and to observe client behavior and activities in and out of the facility.
The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.
