What You'll DoThe Program Director works within the Office of the Governor, Economic Development and Tourism Office (EDT), and reports to Executive Director of the Texas CHIPS Office. Performs highly advanced (senior-level) managerial work administering the daily operations of the division, as well as assisting the Executive Director in organizing and delivering a comprehensive statewide strategic plan to achieve the objectives of Texas Semiconductor Innovation Consortium (TSIC) established in the HB 5174, marketed as the Texas CHIPS Act. Work involves establishing goals and objectives for effective management of divisional programs; developing policies, procedures, and guidelines; coordinating, evaluating, and monitoring the Texas Semiconductor Innovation Fund (TSIF), in meeting programmatic goals as well as statutory requirements; developing and evaluating budget requests; and working with staff, industry, constituents, local, state, and federal units of government, institutions of higher education, industry, and non-profit stakeholders to continue Texas's leadership in chip research, design, and manufacturing. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Advises and assists the Executive Director in organizing and delivering a comprehensive statewide strategic plan and provides guidance and leadership as part of the Texas CHIPS Office management team.
Assists in all facets of the Texas CHIPS Office program management to include programmatic and financial oversight.
Oversees the development of required strategies, program plans and applications in coordination with the Executive Director.
Creates and recommends new initiatives and innovations related to workforce training and the development of a forum focused on education, research and development, and commercial production of semiconductors.
Develops and implements techniques for evaluating program activities; and identifies areas of needed change and makes recommendations to improve operations.
Solves complex problems or issues regarding management or administrative issues and systems.
Coordinates and oversees the writing of policy documents and presents actionable alternative analyses to support policy-making decisions in conjunction with the Executive Director.
Works collaboratively with the OOG Divisions in developing policy documents specific to the growth of the semiconductor industry and develops analyses to support policy decisions.
Works closely with ED Finance and Research and Economic Analysis teams within EDT on analysis of prospective applicants for the Texas Semiconductor Innovation Fund.
Assists the Executive Director in staffing the Texas Semiconductor Innovation Consortium (TSIC) and the TSIC Executive Committee.
Assists in the development and/or review of reports, forms, training and operational manuals, and other administrative tools needed to assist the Texas CHIPS Office in administering divisional programs.
