GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
The incumbent coordinates and monitors assigned program activities; • reviews and analyzes data concerning agency programs; provides technical assistance and advice to agency personnel and others; responds to inquiries; and maintains liaison with various agencies. The basic purpose of this work is to coordinate, monitor, develop and implement programs for an assigned agency.
This position will provide administrative and project management support to the Administrative Services Division within the Administration and Finance Department. This division will ensure the efficient and effective delivery of services in partnership with Executive Office of Energy and Environmental Affairs (EEA) shared services to ensure compliance and consistency across the agency. Key to this will be the streamlining of operations, supporting the strategic readiness initiative recommendations and influencing the culture of the organization.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
Coordinates and monitors assigned program activities in support of administrative services to ensure effective operations and compliance with established standards.Reviews and analyzes data concerning assigned agency programs in order to determine progress and effectiveness, to make recommendations for changes in procedures, guidelines, etc. and to devise methods of accomplishing program objectives. Drafts and distributes operation policies to ensure agency-wide collaboration and compliance with EEA shared services.Provides technical assistance and advice to agency personnel and others concerning assigned programs in order to exchange information, resolve problems and to ensure compliance with established policies, procedures and standards. Communicates with internal and external stakeholders to implement best practices and influence the culture of the organization including working with employee resource groups.Partners with agency personnel to implement administrative policies including hiring exercises, technology resources, professional development initiatives, and training compliance.Responds to inquiries from agency staff and others in order to provide information concerning assigned agency programs.Maintains liaison with various local, State and federal agencies and others in order to exchange information and/or to resolve problems.Attends meetings and conferences; maintains records; and prepares reports.Provide on-the-job training to other DCR staff, seasonal employees, etc.Develop and implement procedures and guidelines to accomplish assigned agency program objectives and goals.Review reports, memoranda, etc. for completeness, accuracy and content.Confer with management staff and other agency personnel in order to determine program requirements and availability of resources and to develop the criteria and standards for program evaluation.Evaluate program activities in order to determine progress and effectiveness and to make recommendations concerning changes as needed.Act as a liaison to other departments on behalf of Administration and Finance.Assist. with drafting documents, related correspondence, and related e-filing and filing.Plan and perform site visits, follow-up contacts, and other activity.Performs related duties as assigned.
PREFERRED QUALIFICATIONS
Proficient in Microsoft 365 outlook, word, excel and PowerPoint.Capable of basic computer knowledge and experience, and a willingness to learn advance applications as they pertain to assigned duties and responsibilities.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
