Job Description
The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.
Specific duties and responsibilities include but are not limited to the following:
Revenue-related duties:
• Coordinate with the MassDEP Office of Enforcement, Office of General Counsel (OGC) and regional staff on Administrative Penalties (ADMP) to determine cases to be sent to debt collection. Prepare reports to calculate additional penalties, interest, and debt collection agency fees prior to placement. Update MMARS and C&E Tracker with increased penalties and debt collection placement date.
• Prepare, run, and provide Aged Receivable Reports using the Commonwealth Information Warehouse (CIW) and State Billing system. Additionally, review, reconcile, and analyze data reports for accuracy. Confirm that cash receipts (CR's) have been applied and are up to date. Investigate and resolve ageing receivable issues with revenue staff and/or Comptroller's office as needed.
• Assist Program Coordinators with the processing of daily cash receipts utilizing the Lockbox CashPro Customer Decisioning Application (CDS).
• Investigate and resolve receivable issues with Revenue staff and/or Comptroller's office as needed. Recommendations and resolutions are discussed and communicated with direct reporting management.
• Process the Daily Cash Receipts Sweep Transactions (CR). Also, assist with the recording of Enforcement Cases in MMARS and C&E Tracker.
• Manage Formstack Application and respond to customer requests for payment information and customer account updates.
• Maintain MMARS financial data to include reconciliations and financial reporting, in accordance with Generally Accepted Accounting Principles (GAAP). Assist with the Annual GAAP Reporting; understand, interpret, explain, and apply state fiscal laws, rules, regulations, policies, and procedures.
Non-Decentralized Procurement related duties:
• Create and modify Vendor and Customer (VCC/VCM) profiles, Receivable Events (RE) and Cash Receipts (CR) in MMARS.
• Coordinate and process non-decentralized procurement activities for bureaus and offices within the department.
• Provide support and guidance to bureaus/offices lacking fiscal support staff on grant applications, grant amendments and related contract proposals to ensure proper implementation and grant administration.
• Coordinate and post solicitations in the Commonwealth's web-enabled eProcurement system, COMMBUYS.
• Work with Department fiscal/procurement staff and the OSD Legal Compliance team in review and monitoring of potentially expiring contracts in the current and subsequent fiscal years (i.e. CT, PC & RPO, Master Agreements on OSD Quarterly Reports).
• Respond to all customer and vendor inquiries and interact directly with fiscal staff in Revenue Unit, regional offices, and bureaus; distribute all related correspondence and documents received daily to appropriate individuals.
Accounts Payable Oversight related duties:
• Process payment transactions for the Commissioner's office and other bureaus/offices without fiscal/procurement support staff.
• Coordinate with MassDEP bureaus/offices and OSD on Prompt Payment Discount (PPD) and to ensure that late payment penalty interest is avoided.
• Coordinate and reconcile un-cashed or outstanding checks monthly (DISQ table) to determine if payment has been lost so that a re-issuance can occur prior to close of the accounts payable period (August 31st) of the fiscal year ending on June 30th, and funds do not revert.
• Work with fiscal staff throughout the Department to limit or avoid "deficiency fund requests" by ensuring that all payments are made prior to the close of the accounts payable period (August 31st) of the fiscal year ending on June 30th.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
