Who We Serve:
Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.
Secretariat Overview:
The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth's energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA.
The Executive Office of Energy and Environment Affairs is accepting resumes and applications for the position of Program Coordinator I - Headquarters.
GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
Under the direction of the Deputy Director of Finance and Program Manager IV, the Program Coordinator will support and prioritize on-going administrative and fiscal tasks ensuring quality and completion. Participate in critical. projects required for grant programs and enhancing and streamlining current accounting functions and processes. Provide assistance and coverage for MEP Headquarters as needed.
DUTIES AND RESPONSIBILITIES
Requisitions and Purchase Orders (PO's)
- Work with agency personal to coordinate purchase requests for various federal and operational programs
- Maintain PO file and reconcile status of receipts of goods and services and payments made to vendors
- Issues purchase orders via COMMBUYS
Special Projects
- Evaluate existing processes and/or procedures and present formal recommendations for enhancement(s). This may include making changes and preparing written procedures for things such as:
o Monthly reconciliations of all bank statements for registration and private details bounced checks received via registration.
o Private detail account and files
o Billings and aged private detail receivables
o Current processing of agency invoices for federal programs
- Review existing reconciliations and reports and ensure that they are effective and are in compliance with state and/or federal accounting policies, practices and requirements.
- Will assist in the preparation of RFR's as needed and set-up/input RFR's in COMMBUYS
Process Accounting Transactions
- Enter encumbrance documents into MMARS to reflect the booking of PO's.
- Adjust encumbrance documents as needed.
- Assist in the input of payment documents into MMARS.
- Posts CR's (cash receipts) as necessary
- Processes expenditure refunds (ER's / RFl 's) in MMARS for boating registration as needed.
General/Other
- Provide general office support such as phone coverage for front desk (cover lunch breaks, vacations, etc.) filing of payment documents, year-end file set-up, etc.
- Prepares CDs to confirm receipt. of cash deposits to Treasury for bank deposits and wires
Other duties as assigned
- Provide administrative support to the OLE Law Enforcement leadership team at Massachusetts Environmental Police Headquarters. Tasks include maintaining document records, organizing forms, managing schedules, and carrying out any other duties as assigned.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.
II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
