Responsibilities At the Full Performance Level of Program Analyst (Value Engineering), GS-0343-12, the duties will be: Serves as District Value Program Analyst, serving as the District Value Officer (DVO), and advises, manages and directs on all matters on the District’s Value Program. Ensures compliance with Value Engineering statutory and regulatory requirements, policies and procedures. Actively maintains a viable Value Program by reviewing and evaluating results of the program, measuring progress toward assigned goals, investigating any problem areas, and providing feedback to District and Regional Leadership. Actively participates in the Value Community of Practice (VCoP). Ensures proper documentation is maintained for quality assurance, audit, internal controls purposes, and upward reporting of District performance measurements. Adapts precedents to unusual conditions and projects. Provides training, mentoring, guidance, and support on Value Program policy and guidance to District staff. Specialized Experience: One year of specialized experience which includes value engineering programs to evaluate engineering activities through application of value engineering techniques to assist function and reduce life-cycle project costs; and assisting teams of engineers, architects, and others in the performance of value engineering studies to develop cost models. Assist in training, mentoring, guidance, and support on Value Program policy and guidance to District staff. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
