Summary This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director (DAD) of Administration, Health Information and Technology Unit (HITU). This is a non-supervisory position. This position is only open to USPHS officers and Call to Active Duty (CAD) candidates. Responsibilities DUTIES AND RESPONSIBILITIES: Specific duties include but are not limited to: Collaborate with other units and the Office of Chief Information Officer (OCIO) in developing, negotiating, and coordinating for how IT software, hardware assets and/or services are acquired, operationalized, maintained and decommissioned. Create, maintain, enhance, and/or oversee processes for staff requesting IHSC approval and/or funding for new and existing IT initiatives, software and services. Conduct cost-benefit analyses, risk assessments, and analysis of alternatives activities to assist IHSC staff develop proper business case documentation to support their IT initiative. Work with IHSC stakeholders to define requirements that will support intended business outcomes. Lead requirement gathering sessions and workgroups to accurately capture and document functional requirements. Develop Standard Operating Procedures (SOPs), instructions, guides and/or trainings to support IT project management processes and best practices. Support development of policy, procedures and strategies governing the planning and delivery of information technology services throughout IHSC. Support development of a TMO SharePoint site to properly maintain and organization documentation and artifacts. Develop and/or make more efficient processes for reporting, tracking and prioritizing IT system issues by working closely with OCIO and project support teams to minimize downtime and maintain clinic efficiency. Perform Contracting Officer's Representative (COR) and/or Project Officer responsibilities for ensuring contractor compliance and the delivery of contract deliverables. Incumbent responsibilities as a COR are commensurate with the complexity, value, technical direction, and monitoring required for a given contract and are specified in the COR Appointment Letter. The COR performs duties and comply with the responsibilities and limitations specified in the Appointment Letter including the documentation of actions taken under such delegation of authority. Incumbent acts as technical liaison between the Contracting Officer and the Contractor with respect to monitoring the Contractor's performance against the contract Specification, Statement of Work (SOW), and Quality Assurance Surveillance Plans (QASP) and communicating any potential problems with the Contracting Officer. The COR utilizes the QASP in conducting surveillance and oversight of Contractor performance for service contracts. Support process improvement within HITU by identifying, analyzing and improving existing operational processes; as appropriate, develop new processes. Support budgetary activities associated with tracking IT acquisitions, spend plans for current and future projects, SLAs, and IAAs, and developing cost estimates. Conduct market research, coordinate demonstrations; develop white papers and issue papers; conduct analysis of alternatives to identify solutions that align with project requirements. Perform risk management; identify and assess project risks, mitigate threats and identify opportunities. Develop, monitor and manage an integrated master schedule for IT projects. Lead, facilitate, coordinate and participate in designated IT project meetings. Requirements Conditions of Employment Qualifications PHYSICAL DEMANDS: Sitting and/or standing for extended periods of time (6-8 Hours). Performing repeated bending motion. If clinician, will be tasked to TDY internally for minimum two weeks, maximum 30 days annually to assist with field operations Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: A Master's Degree or higher in a health care related field plus a minimum of six years of program or project management experience. Incumbent must possess at a minimum a Level II COR Certification or must obtain within two years of hire through the Federal Acquisition Institute Training System (FAITAS). COR Level III Certification must be obtained and maintained within three years of hiring. Knowledge of project management in a federal setting; Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) or Project Management Professional (PMP) certification from the Project Management Institute preferred. FAC-P/PM Level III required within three years of hiring. Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information. Knowledge of regulations and standards as it pertains to Occupational Safety and Health Administration (OSHA), American Correctional Association (ACA), National Commission Correctional Health Care (NCCHC), Joint Commission, Food and Drug Administration (FDA), and other regulating agencies in the developing, storing and communication of medical information. Knowledge of program policies and guidelines, and operating procedures relating to medical information. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency. Knowledge of organizations and responsibilities of all levels of government operations for medical information communication. Ability to provide input for responses to congressional inquiries and to effectively communicate. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements. The incumbent serves as a program analyst within the Portfolio Management Office (PMO) for the ICE Health Service Corps (IHSC) and reports directly to the Supervisory Lead. This is a non-supervisory position. In Fiscal Year (FY) 2021, the ICE Health Service Corps (IHSC) administered and managed a health care system that provided direct care to over 88,000 detainees housed at 21 designated facilities throughout the nation, to include medical, dental, mental health care, and public health services. Oversaw health care for over 169,000 detainees housed in 150 non-IHSC-staffed facilities, totaling over 53,000 beds. In FY 2021, there were a total of 205,242 individuals in ICE custody, with an average length of stay of 37 days. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC executed a budget that approached $316M in FY 2021.
