About Program Analyst (PCMM Coordinator)

Summary The incumbent functions as the primary point of contact for the PCMM and Mental Health Management Module (MHMM) in developing, analyzing, evaluating, advising on or improving the effectiveness of the work methods and procedures for Health Administration Service, Ambulator Care, Primary Care, Nursing and Mental Health services. This includes manpower utilization, distribution of work assignments, management controls, information and documentation systems and/or similar functions of management. Responsibilities PCMM, MHMM, HBPCMM, ICMM Coordination: The incumbent will be responsible for the integrity of the Eastern Colorado VSA's large PCMM Web database which integrates data and information from all divisions and community-based outpatient clinics (CBOCs). The incumbent will be required to work closely with ECHCS VA clinic support staff, clinical service chiefs, CBOC staff, DSS staff, VISN staff and Central Office staff to maintain integrity of this program and data. These duties include monitoring panel sizes, oversight and correction of transmission errors, and review/rectification of incorrect patient assignments. The incumbent prepares national, VISN and ECHCS VA level reports, using established and Ad Hoc Fileman (VISTA) computer programs. Additionally, the incumbent also collects, compiles, analyzes and presents data regarding the integrity of the PCMM Web package. The incumbent is responsible for reviewing PCMM, MHMM and HBPCMM data related to efficiency, workload and staffing. Research and Data Analysis Work, Training, and Other Duties: The incumbent develops designs and completes reports related to PCMM Web, Primary Care, Integrated Care Management, Geriatrics and Mental Health. This responsibility is complicated by continually changing programmatic goals and strategic priorities. The incumbent utilizes the data to analyze and evaluate the performance, effectiveness and efficiency of the PCMM Web. If data sources or reports do not exist, the incumbent collaborates with OIT, Clinical Applications and other services to develop databases tailored to PCMM Web, Primary Care, Care Management and Mental Health. The incumbent recommends performance criteria and standards for these programs and clinics based upon analyzed data. The incumbent uses local and national data sources such as VistA, VSSC, ProClarity, and Symposium to gather data, identify interrelationships of potential problems and act consistent with objectives of the PCMM Web, PACT, and other Primary Care Programs as articulated by the Group Practice Manager. The incumbent performs data analysis duties as requested by the Group Practice Manager and/or Chief of Clinical Operations and Group Practice to facilitate effective functioning of PCMM Web, PACT, and other programs that utilize PCMM. The incumbent identifies and determines training priorities as they relate to PCMM Web, PACT or any of his/her other areas of responsibility. He/she facilitates courses or presentations related to all aspects of PCMM Web and PACT. The incumbent gathers information to determine training needs, analyzes information obtained, and submits recommendations to supervisor. Clinic Access and Efficiency: The incumbent is the MyVA Access Facility Champion. H/She has responsibility to examine access and workflow in the primary care and mental health clinics, to identify best practices and barriers to optimal care delivery. The incumbent analyzes data from these sources an works directly with clinic chiefs and other clinic staff to make recommendations on work process improvements and t implement change. The incumbent monitors and tracks the effects of changes to workflow and the resultant effect on clinic availability and patient and provider satisfaction. They work with the ACOS and Clinic Managers in Primary Care, Mental Health, and ancillary services to promulgate best practices and effective problem-solving processes throughout the Health Care System. The incumbent utilizes knowledge and skill to apply analytical an evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of clinic access, workflow, and panel sizes. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 0700-1530, Monday-Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applies complex fact finding, analytical and problem-solving methods and techniques; Reviews data, presents alternatives, makes recommendations, and assists with developing problem resolutions; Ensures compliance with established policies, practices and procedures; Communicates effectively with employees at all levels within the Medical Center and with outside agencies; Maintains communication with clinic site leadership at all sites to ensure timely responses and resolution to any PACT and/or BHIP-related issues. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent degree or 2 years of progressively higher level graduate education leading to such a degree. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and more than 1 full year of graduate level education. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
