Summary You will serve as a Program/Financial Analyst in the SUPSHIP Management Division, Industrial Operations Directorate of NAVSEA HQ FIELD SUPPORT. Responsibilities You will formulate budget requirements for future years using the Planning, Programing, Budget and Execution (PPBE) process to support plans, programs and activities. You will develop and oversee an overall manpower execution plan dealing with full-time employees (FTEs) and end strength (ES) which balances with given budget requirements. You will compile and analyze data to prepare a variety of ad hoc and reoccurring reports related to financial management issues such as the status of funds, obligations and FTE/ES usage. You will present reports containing financial information to officials at all management levels. You will provide manpower modeling and budget planning in support of the Supervisors of Shipbuilding (SUPSHIP) program and support of the Navy's ship acquisition programs. You will maintain automated systems to manage financial and shipbuilding data. You will act as the Contracting Officer's Representative (COR) for the SUPSHIP Management Support contract, which includes oversight of the Contractor in the areas of predictive modeling, computer programming and database administration. You will project and analyze the potential effects of Congressional, Department of Defense (DoD) and Department of the Navy (DON) actions on program viability and attainment of objectives. You will develop program budget estimates, analysis of shipbuilding demand signal, schedules and profiles. You will direct and evaluate complex studies and develops new methods and procedures to measure program results, and effectiveness. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector reviewing program requirements (e.g., financial management, analysis and planning, budget planning, development and execution, manpower, contracting, policy review, development and implementation, resource allocation, costs, project schedules and estimates, or financial reporting) to support the management and execution of shipbuilding projects or operations. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus, the salary range may be capped at GS-15, Step 05, which is equivalent to $185,824. If you're current salary is above this amount, your salary may be matched.
