Job Description
The Department of Mental Health (DMH) is seeking a Procurement Manager who is responsible for overseeing, reviewing and analyzing procurement and contract paperwork for the DMH Northeast (NE) Area to ensure compliance with purchasing regulations. This work includes coordinating the procurement process that the Area uses to purchase all clinical, operational and administrative services provided from private contractors. The selected candidate is also responsible for maintaining the Area's non-purchase of service contract accounts and reviewing contract budgets and scopes of services to ensure that awarded providers are in compliance with the Department's specifications.
Please note: This position will require occasional travel throughout the state to other DMH locations. Candidates will need access to reliable transportation.
Duties and Responsibilities (these are a general summary and not all inclusive):
Reviews and approves the requests for purchase of services submitted by NE Area Designated Spending Managers and Supervisors. Ensures compliance with all applicable regulatory and procedural requirements. Ensures funding availability and accounting accuracy. Utilizes available tools, databases etc. to inform decision making.Maintains accurate and current knowledge of procurement regulations, policies and departmental practices.Understands and participates in the emerging implementation requirements to meet Chapter 257 rate-regulated contracting.Prepares and executes standard contracts as needed for purchase of services and lower subsidiaries.Reviews monthly utilization and spending to ensure accurate balance and forecasting of annual expenditures. Meets with Spending Managers on a regular basis to review spending reports.Evaluates requests for additional allotments and/or transfer of funds and reports recommendations to supervisor and Spending Managers. Provides direct information and customer services to a variety of DMH staff as part of managing the business needs of the assigned DMH Units. Meets and communicates with all pertinent management staff including Area Director, Site Directors and the Director of Field Operations to assist with administrative and budget needs.Provide insight and perspective on future contract development and changes; advises Area management on amendment and service procurement.Acts as contract/POS liaison between Central Office and designated Area Office. Communicates any changes in process or procedures to the affected staff.Assists in the preparation of budget estimates, annual and mid-year spending plans and performs other related duties of a financial nature. Monitors spending to ensure minimal reversion of contract funds.Performs vendor searches and enters requisitions in the COMMBUYS system. Assists others in the use of the COMMBUYS system.Assists in the development of new systems for tracking and reporting contract utilization data to ensure optimum utility of contract funds and cost-effective delivery of services. Directs and completes special projects as requested.Supervises the work of the Accountant III and Contracts Specialist III. Responsible for employee performance reviews including completing them according to agency deadlines.Maintains a current working knowledge of MMARS, COMMBUYS and the regulations of the Office of the State Comptroller and the Operational Services Division. Provides technical assistance to dept. and vendor staff to ensure compliance with established reporting requirements, OSC rules and regulations and OSD rules and regulations. Maintain harmonious relationships with other employees and the public. Attends trainings as required by HRD, DMH and assigned supervisor.Will require occasional travel throughout the NE, Central and Boston areas of the state.Performs other related duties as assigned.
Required Qualifications:
Experienced supervisor, with a talent for leading and directing others, providing daily supervision, and coordinating the efforts of others in accomplishing assigned work.Knowledge of the principles and practices of accounting, and skilled in applying these principles to the keeping of accounts and the preparation of financial statements.Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations.Capacity to gather information by examining records, documents, and through questioning individuals. Demonstrated capacity to exercise discretion in handling confidential information and to exercise sound judgment.
Preferred Qualifications:
Proficiency in MMARS and COMMBUYS systems.Proficiency with computers, including MS Word, Excel, Access, PowerPoint and Outlook.Given the population served, bilingual or multilingual fluency.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical), and (B) of which three years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.
Substitutions:
I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for one year of the required (A) experience.
II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience.
