Summary As a Senior Procurement Analyst you will conduct comprehensive procurement reviews, analyses, and evaluation to develop procurement policies and strategies, plans, and techniques affecting the national Multiple Award Schedules (MAS) program. Location of position: General Services Administration (GSA) Federal Acquisition Services (FAS),Office of the Deputy FAS Commissioner, MAS, Solicitation Managment Ofc. Responsibilities Responsible for supporting the MAS program by collaborating with multiple stakeholders such as the MAS Program Management Office (PMO), Office of Policy Compliance (OPC), Office of Governmentwide Policy (OGP), GSA IT, CASE, the MAS solicitation management team, the MAS training team and MAS acquisition centers currently managing the MAS Program. Supports acquisition operations within the MAS program by conducting comprehensive procurement reviews, analyses, and evaluation to provide ongoing content management for various guides, templates, Frequently Asked Question (FAQ) documents, online content, training videos and podcasts. Identifies practices and procedures which deviate from prescribed acquisition policies and statutory requirements; recommends corrective action and monitors progress in implementation of the corrective action. Provides advice and assistance to FAS organizations on MAS acquisition policy matters to ensure compliance with applicable laws, regulations and policies; and guidance to ensure that operating practices are consistent across FAS. Makes recommendations regarding the structure and content of the MAS Solicitation. Analyzes, develops, evaluates, and advises on new concepts and developments, methods and procedures to improve the operational effectiveness of MAS acquisition centers in fulfilling assigned responsibilities. Represents the agency at senior level management and policy meetings, working groups, and committees and speaks on behalf of the organization with other key officials in the agency, other Federal Agencies, and private industry. The position serves as an advisor to the MAS Solicitation Contracting Officer and senior level managers on program issues and provides innovative concepts for approval that may result in intensive legislative interest on initiatives. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS13 in the Federal service. Specialized experience is experience reviewing, analyzing or implementing relevant guidance to manage or improve acquisition operations related to the Multiple Award Schedules (MAS) program. Such experience must have included reviewing MAS-related policy for the purpose of developing a comprehensive implementation plan for the policy.
