  Join us at CHIA and be a driving force in healthcare impact! We seek a talented Privacy and Compliance Specialist (specialist) to actively engage in CHIA's data privacy and compliance activities, and to lead administrative and legal aspects of CHIA's data release process.

  As a Privacy and Compliance Specialist at CHIA, you will have the opportunity to work within CHIA's Legal Unit, performing key functions in the data release process. Working closely with CHIA's Chief Privacy Officer and General Counsel, you will collaborate with multiple constituencies including CHIA leadership, CHIA IT partners, and parties interested in using CHIA data for research purposes, including other state agencies, medical care providers, health insurers, and the academic research community.

  Your work will balance the critical, and not always perfectly aligned, goals of facilitating research outcomes and protecting individual data privacy. Your work and your development in this position will be supported by your CHIA colleagues. From day to day your duties may not always look the same, but will include the following items:

  Driver of Data Release. Use and develop your compliance and privacy expertise, attention to detail, time management and commitment to collaboration to administer a variety of activities including but not limited to: ensuring that data release is subject to appropriate administrative and legal review coordinating meetings, maintaining records, and preparing briefs and documents. providing consulting support to CHIA staff in data product development and enhancement in a manner that responsibly addresses privacy concerns Craft and administer regulations, policies and strategies that promote broader access to CHIA Data while responsibly addressing privacy concerns seeking to identify and advocate for the inclusion of CHIA Data in novel uses work collaboratively and directly with government officials, business leaders, internal experts, and the research community to develop solutions to complex data issues act as liaison with CHIA's Information Technology Unit to facilitate and expedite the release of data specifically approved for compilation and release to CHIA Data recipients Lead the preparation, data collection and other critical aspects of external privacy and security audits Support Privacy and Security. Harness your privacy and compliance knowledge to support the administration of CHIA's healthcare information privacy and security program, including implementation of training programs, compliance monitoring, auditing and ongoing updating of policies and procedures. You will be a privacy and compliance resource to the CHIA team. Administer Internal CHIA Data Access. Responsibilities include tracking internal requests for CHIA information and data by CHIA workforce members. Engage in Analysis in Review and Drafting of Agreements. Provide analysis and assessment in review and drafting of critical agreements and documents related to Privacy and Compliance, including outside agency and/or internal agreements, policies, procedures, and other documents. Actively Integrate within the CHIA Legal Unit. You will work closely with, support, and be supported by all other members of the CHIA Legal Unit.

  Here are the important qualifications we are looking for:

  Legal Experience: This Specialist position should have experience in a professional legal setting or office (minimum of 2 years), either as legal support or paralegal. The candidate should have the skills to draft effective documents, such as formal letters, agreements, notices, and other essential work products for the agency. Educational Foundation: Successful completion of a bachelor's degree or higher from an accredited college or university is a minimum qualification, with consideration given for other academic achievements. Organizational Skills: Showcase your strong data and document management skills, including the ability to query, manipulate, organize, and analyze different record sets. Your familiarity with data tools and research techniques will develop over time in the position, but any experience or knowledge at the time of hiring is very helpful. The ability to prepare and organize and track documents within a dynamic regulatory release process is one of the key skills needed for this position. Inquisitiveness and Resourcefulness: Much of the work in this position will be consistent with the ongoing records of the Privacy and Compliance Manager already on file, but the work often requires independent inquiry and can involve novel situations. The ability to assess a challenge, seek out appropriate resources, consult colleagues when in doubt, seek support where appropriate, and provide direction for the Data Release process are key skills needed. Logical Thinking and Sound Judgment: Exhibit the ability to synthesize and interpret complex information and concepts logically. Your analytical mindset will enable you to extract meaningful insights from data and communicate them effectively. Tech-savvy: Demonstrable proficiency in Microsoft Teams and Microsoft Office, particularly Word, Excel, and PowerPoint. Familiarity with data visualization and business intelligence tools such as Tableau and Power BI will be an advantage but is not required. Effective Communication Abilities: Demonstrate excellent written and verbal communication skills, with an ability to articulate complex technical issues clearly and persuasively. Exhibit ability to engage stakeholders and foster collaboration through compelling communication.

  Additional Qualifications for Preferred Status:

  Legal or Privacy Credentials: For preferred status, the Specialist should have one of the following: meaningful paralegal or legal support experience, IAPP privacy certification, or other advanced degree or professional accreditation Specialized Expertise: Bring at least two (2) years of professional experience in the privacy, technology, government, or health care sectors, with preference given for demonstrated proficiency in working in a managerial and administrative capacity with a high degree of responsibility. More extensive relevant experience is valued commensurately.
