Within MITRE’s Intelligence Center the Strategy and Policy Department has the mission to enhance our sponsors’ policy formulation, planning, and strategy execution across the national security enterprise through all-source intelligence and resource analysis that informs decision-making to address threats in an era of strategic competition. Our vision is to guide the formulation and implementation of strategy and policy that enables sponsor transformation and addresses emerging national and global challenges by unlocking the full potential of intelligence analysis to advance the missions of our sponsors. The Department is accountable and responsible for programs with the Office of the Director of National Intelligence (ODNI), the Office of the Undersecretary of Defense for Intelligence and Security (OUSD I&S), and the Defense Intelligence Agency (DIA).
Job Description:
The Strategy and Policy Department seeks a collaborative, risk taking, and innovative Principal Intel Strategy and Policy Group Leader to advance the delivery of high quality, high impact work for our sponsors, drive innovative solutions, develop Department talent, and provide thought leadership as part of the Department leadership team. The Department manages, guides, and directs technical and domain-specific work focused on enhancing the nation’s intelligence efforts at the strategic level and providing enterprise-wide solutions to the Intelligence Community’s toughest challenges. The work program requires operating at senior-levels of government, including routine coordination/collaboration with the National Security Council Staff and agencies and departments with strategy and policy equities. Our efforts directly support the U.S policymaking, acquisition, research & development, and warfighting communities which requires comprehensive understanding of the IC, its partners, and stakeholders.
The Principal Group Leader is accountable for ensuring the Department’s deliverables are of the highest quality, given the importance of the mission. The successful candidate will be an active member of the department management team that plays a key role in staff management while operating in a high-performing organization that delivers effective mission support and outcomes for our sponsors. The Principal Group Leader’s responsibilities include:
First Line Supervisor - focused on staff performance management and development for a group of 6-8 staff within the Strategy and Policy Department
Department and Staff Engagement – Serves as direct supervisor for 8-10 staff providing technical support, conducting regular performance and development conversations; mentors, advocates and recognizes staff; communicates with Project/Task Leaders on staff performance; assesses staff performance and provides constructive feedback to staff
Sponsor Engagement and Relations Management – Engage with sponsors to ensure mission needs are met
Technical Quality, Execution and Capability Development – Assists the Department management and leadership team in workforce shaping, hiring, work program development, maintaining awareness of emerging technical issues and opportunities; fulfills other Department and Division management duties as assigned
Collaboration and Communication – Supports regular communication between staff and Project/Task Leaders, serves as a proactive liaison between staff and Department/upper management, seeks collaboration opportunities across portfolios, and facilitates open sharing of program and/or technical area knowledge with other managers and staff
Individual Contributor – Actively contributes to a work program in the MNS Intel Center
Basic Qualifications:
Active TS/SCI with Polygraph
Due to the lengthy clearance process, candidates without an existing TS/SCI clearance with CI or FS polygraph cannot be considered for this opening.
Typically requires a Bachelor’s degree and a minimum of 10 years of related experience; or 8 years and a Master’s degree; or 5 years and a PhD; or an equivalent combination of related education and work experience.
6 + years in a leadership role
Extensive knowledge of the USG’s National Security Enterprise – specially with ODNI, OUSD I&S, and DIA and the greater Intelligence Community
Extensive knowledge of MITRE’s organizational structure, work programs, and Intelligence Center efforts
Preferred Qualifications:
Proven track record in managing staff to meet sponsor needs
Experience in shaping the workforce and skill mix to develop the capabilities of the staff, to include high quality hires capable of work program impact and growth
Strong writing and editing skills including demonstrated ability to articulate complex topics to sponsors and staff
Demonstrated ability to work well in collaborative and dynamic environments that foster innovation in areas that provide enhanced capabilities to MITRE’s sponsors and that result in significant operational benefit to the Nation
