  Job Description

  Duties and Responsibilities

  This position is assigned to the Highway Construction section, Construction Prequalification/Records & Procedures section and will perform the following duties:

  Prequalification Application:

  Review Contractor Prequalification Applications (equal % of all assignments as assigned by the Supervisor) for completeness, accuracy, content, and compliance with all applicable Massachusetts laws. Communicate with contractors the need for additional or missing information from the applications within that day of review (as needed). Generate governmental agency reports on contractors and compare the information contained in the prequalification application. Coordinate and process materials in connection with the prequalification process including but not limited to preparing the cover sheet for the applications, formula sheet, generating reports, pulling/organizing files for review by the Prequalification Committee. Process Prequalification Certificates and Waivers (weekly). Liaison with various private, local, state, and federal agencies to exchange information and to resolve problems.

  Request for Official Proposal Form (R109 Form):

  Approve and process the high volume of Request for Proposal Forms (R-109s) for the Horizontal Highway Construction projects (30% as assigned by the Supervisor). Thoroughly review each request for approval by researching contractor prequalification documentation (e.g. expiration dates, single contract bond and aggregate bond limits). Complete process by emailing approvals to the company/Cashier's Office and updating the CMS database. Ability to adjust to varying or changing situations to meet emergency of changing program requirements.

  City/town/Other Awarding Authorities & or Chapter 90 Horizontal Construction Prequalification Process:

  Liaison for the Chapter 90 (and all state funding programs) process for projects bidding by cities and towns including but not limited to the review of required documents and recommend class of work designation to Supervisor or Manager, distribute category list of prequalified contractors, weekly reports, respond to high volume emails and calls from City/Town representatives and contractors, review Central Register Reports and send email with inquiries regarding projects. Prepare and review the reports for the Highway Division projects bidding each week. Reports for the approved bidders in CMS, cashier's database, and the prequalification of approved bidders per category and limit. Compare all reports for accuracy regarding company names, prequalification classes of work and limits, waivers, and expiration dates. Edit and complete all the inaccurate information. Work with the Cashier's Office to reconcile differences within each report and to alert individuals if companies are not allowed to bid. Research information regarding waiver and expiration dates to ensure accuracy for bid openings.

  Correspondence:

  Staff should copy Supervisor and Manager on all correspondence. Prepare and report Department Metrics. Track daily activities and weekly summary report to include pending assignments. Track Interim/Final Performance Evaluation Scores on Tracking Sheets; missing Evaluation Scores entails sending emails to the District(s). DCAMM Evaluation Requests are completed within 30 days (as needed). Update and maintain daily and weekly assignments tracking reports. Tasks must be completed in a timely manner; there will be time constraints on certain duties/tasks. Perform other administrative duties as requested. Mail received should be opened, date stamped and distributed accordingly.

  Qualifications

  Minimum Entrance Requirements

  This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.

  Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

  Substitutions:

  I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required experience.

  II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.

  III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

  Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
