The State of Connecticut (https://portal.ct.gov/) , Department of Developmental Services (DDS (https://portal.ct.gov/DDS/) ) – Central Office – is accepting applications for one (1) Full-time Planning Analyst (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=6297AR&R1=&R3=) position located in Hartford, CT.
The incumbent will aid in the building, renovation or other capital projects to ensure compliance with the State of Connecticut Building Code. The position will be located within the Strategic Planning & Emergency Services Unit under the Chief of Staff's division, based out of Central Office in Hartford.

In your role as a Planning Analyst, you will have the opportunity to :
Plan and develop new programs;
Monitor and modify existing plans and programs;
Act as liaison with other operating units, agencies and outside officials regarding programs and plans;
Provide training and consultative services;
Develop procedures for programs;
Draft regulations pertaining to programs and plans;
Analyze and evaluate grant applications and requests for proposals;
Conduct special studies and prepare reports;
Perform related duties as required.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.
EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.
NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
Preference will be given to candidates with the following experience:
Experience and training in creating, maintaining and implementing Emergency Management Plans
Experience and training in Healthcare Emergency Management
Experience and training in Fire and Life Safety Plan creation, maintenance, and implementation
Experience in working in Emergency Operations Centers
