Job Description
The incumbent in this position is primarily responsible for coordinating the recruitment/hiring process for all departments within the Executive Office of Labor and Workforce Development. Additionally, you will support efforts related to Benefit and Leave Administration, as well as a variety of other Human Resources functions.
Human Resources
Review assigned posting requisitions in MassCareers for accuracy and relevant information necessary for posting.Screen resumes and employment applications.Work with EOLWD staff and others to provide information and updates regarding the post-to-hire process.Assist with the interview process, as needed; coordinate employment check process; and prepare employment offer letters. Process personnel transactions (new hire, promotion, demotion, etc.) in HRCMS; coordinate inter-agency HRCMS transfers with HR Liaisons in other state agencies. Provide information and guidance to agency staff and others regarding collective bargaining matters, such as salary calculations, seniority/benefit service dates, and out-of-title pay requests.
Benefit/Leave Administration
Act as back-up for new employee onboarding; coordinate GIC and other state benefits upon termination, transfer, or retirement. Assist with annual GIC open enrollment for health and life insurance, LTD, HCA, and DCSA; act as back-up GIC Coordinator. Assist with Leave Administration in all aspects of Employee Leave Programs, including Workpartners Liaison backup. Act as liaison with the State Retirement Board to complete various forms; respond to employees regarding employment history, buy back process, and rollover requests.
Preferred Qualifications
Experience working in an HR office with an understanding of human resources principles, practices and procedures is a plus2-3 years experience directly related to recruitment, benefits and leave administration Proficiency in HRCMS (PeopleSoft) and MassCareers Recruiting and Onboarding Portal,HRISProficiency in Microsoft Office Suite Excellent communication skills, both verbal and written Strong attention to detail with the ability to juggle multiple tasksAbility to work independently as well as part of a teamAbility to function in a time sensitive, fast paced, and confidential environment.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's recruiting guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will be utilized for placement within the salary range.

Minimum entrance requirements:
Applicants must have at least (A) two years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions: A Bachelor's degree or higher may be substituted for the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
