The Tollway is a user-fee system no state or federal tax dollars areused to support maintenance and operations. Operations are funded bytoll and concession revenues.

In support of this vision, the Payroll Manager is responsible for themanagement and processing of payrolls for approximately 1,200 employees.The Payroll Manager is responsible for timely and accurate payment ofpayroll, in accordance with the Fair Labor Standards Act (FLSA),Internal Revenue Service, Illinois Comptroller, State EmployeeRetirement System (SERS) and other statutory rules. This position mustalso ensure that payroll is calculated and administered in accordancewith collective bargaining agreements (currently 5) and Tollwaypolicies.
Essential Job Functions
Manages the processing of approximately 30 regular and supplementalpayrolls per month, resulting in the payment of approximately \$ 112million in gross wages per year.
Oversees Payroll department staff (currently 5), making sure they areproperly trained to accurately process their assigned payrolls inaccordance with all requirements.
Works closely with the Information Technology department to implementmainframe payroll system programming updates and changes to the Kronostimekeeping system, as required by law, Tollway policy and collectivebargaining agreement updates.
Monitors and keeps staff informed of updates or changes to statutoryrequirements, Internal Revenue Service guidelines, Illinois Comptrollerprocessing rules, Tollway policy, and collective bargaining agreements.
Maintains communication with and provides information as needed to allTollway departments, the Illinois Comptrollers office, SERS, internaland external auditors. These communications are often time sensitive andconfidential.
Timely and accurately implements and monitors actions required by courtorders, such as tax levies, wage garnishments and child support ordersto accurately withhold the required amounts from employees payroll andtimely cease withholding in accordance with the court order.
Participates in implementation of new payroll systems, both at Tollwayand Comptrollers office.
Develops and document departmental policies and procedures.
Perform annual performance evaluations of Payroll department staff.
Facilitates the completion of special projects as requested.
Qualifications
Education (Required)
Associates degree or equivalent college credit in the Finance or HumanResources field
Skills and Experience (Required):
At least five years of payroll experience.
Must have a minimum of two (2) years of supervisory experience.
Must have previous experience working with payroll systems.
Strong analytical and problem-solving skills.
Proficiency using Microsoft Excel and Word.
Ability to communicate effectively both internally and externally.
Must have great organizational, prioritization, and time managementskills.
Skills and Experie ce (Preferred)
Experience with Tollway payroll system.
Experience with the State of Illinois payroll process.
Experience with collective bargaining agreement payrolls.
Microsoft Excel certifications or advanced training.
Ability to learn quickly and adapt to new environments and technology.
