  The Systems Engineering (SE) Directorate is the central focus for Mission Systems Integration activities within Raytheon, responsible for defining customer needs, functional and product architecture, requirements definition and decomposition, Model Based Systems Engineering (MBSE), system performance, and System Security Engineering (SSE).

  Job Summary:

  SE is looking for a Lead Engineer with the technical expertise and engineering leadership skills to drive the technical execution of world-class missile integration contract. Land Warfare and Missile Defense Systems (LWMDS) department leads all aspects of Systems Engineering that drive the development of complex systems to support the Raytheon Land and Air Defense Systems (LADS) mission area from our Tewksbury MA, and Andover MA locations. The LWMDS department supports Raytheon by cultivating a world-class group of systems thinkers who work together as a team to architect technical solutions to some of the world’s toughest challenges. Key technical domains include Radar Systems and Sensor Netting, Effector Systems, Battle Management, Command and Control, Communications, Network Design, Battlespace Integration, and Interoperability for Domestic and International customers.

  The Patriot GEM-T COMLOG Lead Engineer will interface directly with the NSPA customer, serving as a technical point of contact guiding technical contract deliverables. The Lead Engineer will be responsible for ensuring the COMLOG and MBDA scope is understood and executing in accordance with the contract, USG requirements and Raytheon processes. This role will influence cross-functional teams of the COMLOG Joint-Venture to implement the necessary processes and approvals to manage the technical execution of the NSPA GEM-T Missile Round procurement program as part of the COMLOG organization. The Patriot GEM-T COMLOG Lead Engineer will interface directly with the COMLOG customer and Raytheon Germany Patriot Chief Engineer / Program Leadership.

  This will require some on-site work at a supplier location, located in Schrobenhausen, Germany and is a 2 year international assignment with additional compensation emoluments. This assignment will require 20 travel within Germany and Europe (including Spain and Luxembourg), with occasional transatlantic travel back to the United States

  Responsibilities to Anticipate:

  Working in a diverse international environment (Germany) with German nationals as well as the potential to work with Spanish nationals and communicating with a multi-national NSPA organization.

  Primary liaison for the Raytheon Engineering Team with the COMLOG organization to identify, address, and follow-up on technical issues and requests.

  Act as technical project lead among team members to include coordinating activities across functions to align to Global Patriot Program direction.

  Primary point of contact for the NSPA customer in terms of technical contract deliverables and issues to include presentations, communications, and discussions. Prepare the COMLOG Project Manager to assure alignment within the COMLOG organization to Raytheon’s Global Patriot Program team and prepare the “one message” to NSPA. Several Program Review Meetings (PRMs) each year will be contractual exchanges between COMLOG and NSPA.

  Support creation and execution of master phasing schedules (MPS) and integrated master schedules (IMS) to plan and track large scale projects necessary to prepare COMLOG and its European subcontractors to meet all requirements and specifications for all technical aspects for the execution of the new build procurement program.

  Interface and coordinate with cross-functional organizations, such as quality and supply chain, to provide technical expertise in support of COMLOG subcontract to MBDA Germany and MBDA Germany’s subcontractors to include but not limited to: Bayern Chemie, and Sener. Support will include the provision of technical baselines, configurations, and specifications.

  Assure compliance with all US and German Export Regulations (ITAR/EAR and German war weapons) and Raytheon/COMLOG business management processes for technical discussions and exports/transfers/retransfers.

  Identify and assure tracking of program and technical risks and assist in the development of solutions to mitigate or eliminate the impact of the risks. Additionally, identify opportunities related to technical solutions to realize benefits to both COMLOG and Raytheon.

  Coordinate the setup of a Certified Round Assembly Facility (CRAF) at the Schrobenhausen facility by working with COMLOG and its subcontractor, MBDA Germany. Assure the qualification/certification of the facility is done in alignment with the appropriate US Government interfaces to successfully meet NSPA and the USG’s requirements enabling COMLOG to integrate the Guided Missile and Missile Round assembly levels.

  Assist the COMLOG team with the development of necessary command media (business management) processes related to technical processes to ensure sufficiency of COMLOG’s prime contracting governance and alignment to Raytheon’s Global Patriot Program for this new build procurement project.

  Mentor the COMLOG team with respect to technical expertise to grow competency of fellow employees.

  Basic Qualifications:

  Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 12+ years of prior experience, or an Advanced Degree in a related field and 10 years of prior

  Experience with any of the following in: missile design, production, assembly, integration, or test

  Experience in Global Patriot Program (or similar program) system design, development, integration/verification, production, and sustainment

  Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  Preferred Qualifications:

  Demonstrated experience in strategic development, customer interface, or contract capture in the Defense Industry

  Direct experience leadings international programs and international supplier’s/partner’s engineering execution

  Direct experience with Army IAMD Systems of Systems (SoS)

  Direct experience with Engineering Risks and Opportunities (R&O) Management

  Demonstrated experience with globally distributed engineering execution organizations (CONUS and OCONUS)

  Direct experience with international industrial participation and technology transfer

  Self-starter, capable of achieving organizational and program objectives, and able to interface with all levels of internal management as well as supplier management.

  Ability to succeed in the high stress, fast paced development environment.

  Excellent time management skills and the ability to assign the appropriate priorities to the many tasks they will be required to perform.

  Proficiency in IPDS, Engineering, and program management tools, processes, and methods

  Excellent verbal and written communication skills

  Experience in compliance to Global Trade requirements to include RGEMS, ITAR/EAR regulations, and technology releasability under Technical Assistance Agreements (TAA) and Manufacturing Licensing Agreements (MLA)

  The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

  Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

  This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
