HIRING FOR 2 POSITIONS
General Statement of Duties
Enforces parking laws and ordinances in the City-County; does related work as required. Enforcement is done by walking and on motorized scooter.
Distinguishing Features of the Class
This is responsible clerical and technical work involving patrolling for parking violations, writing tickets and receiving fines. The work is performed under the general direction and supervision of the Parking Director but some leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with employees, Parking Commission, police and the general public.
This position is covered under a Collective Bargaining Agreement between the City-County of Butte-Silver Bow and the Montana Federation of Public Employees Local 4372 Federation of Butte Silver Bow Public Employees (Clerks)
Duties/Responsibilities
Examples of Essential Work (Illustrative Only)
Observes and marks vehicles parked for compliance with parking time limits and special parking;
Issues tickets to violators according to established procedures;
Patrols off street lots to ensure vehicles have proper permits displayed;
Prepares and submits lists of damaged parking equipment and signs in need of repair;
Answers inquiries regarding parking restrictions and provides directions and general information;
Dockets parking tickets and other moving and non-moving violations;
Completes reports as required;
Attends meetings, conferences and workshops as requested and authorized;
Performs related work as required, including foot patrol, scooter patrol, and office clerical work on a rotating basis.
Qualifications
Required Knowledge, Skills and Abilities
Thorough knowledge of parking laws and ordinances;
Good knowledge of general office procedures and practices;
Skill in public relations and communication with the general public;
Skill in maintaining a safety conscious attitude while on the street;
Ability to walk up to 15 miles daily in all weather conditions;
Ability to drive motorized scooter in all weather conditions;
Ability to maintain accurate records and files;
Ability to issue accurate tickets;
Ability to communicate well with employees, supervisors and the general public both orally and in writing, using both technical and non-technical language;
Ability to establish and maintain effective working relationships with other City-County employees, supervisory personnel, Parking Commission, police and the general public;
Ability to prepare accurate and reliable reports containing findings and parking details;
Ability to operate a personal computer using standard word processing, spreadsheet and database applications appropriate to job responsibilities;
Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
Ability to perform a wide variety of technical tasks with accuracy and speed under the pressure of time-sensitive deadlines;
Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
Ingenuity and inventiveness in the performance of assigned tasks.
Essential Physical Abilities
Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate well with employees, Parking Commission, police and the general public both in person and on the telephone; Sufficient vision, with or without reasonable accommodation, which permits the employee to make comprehensive visual inspections of parking locations and conditions and to record and review a wide variety of written reports and visual materials and supplies; Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a computer keyboard and handle small objects; Sufficient personal mobility, with or without reasonable accommodation, which permits the employee to visit a variety of work sites, drive a car and transport materials or supplies weighing up to 20 pounds.
Acceptable Experience and TrainingGraduation from high school; and
Up to 5 years' experience in customer service and general office duties; or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special QualificationsMust possess a valid State of Montana driver's license.
Must possess an exemplary driving record.
Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.
