Job Description:
ASRC Federal Professional Services is seeking a dynamic self-starter with experience in Operations Security (OPSEC) program management to support the Joint Staff's Security Office at the Pentagon. The coordinator supports OPSEC program management activities by developing OPSEC policy for the Joint Staff (JS) and coordinating OPSEC activities across the Combatant Commands. Reviewing JS policy and making recommendations to the government on updates or changes necessary to ensure Joint Staff compliance with policies and directives that govern the OPSEC program. Assisting with the development and review of the Joint Staff Critical Information List (CIL) and coordination with other Joint Staff Directorates. Develops, updates, and tracks OPSEC training for JS military, civilian, and contractor employees. Conducts program reviews to assess the Joint Staff’s compliance OPSEC policies. Conducts OPSEC reviews of all JS information intended for public release. Ensures that appropriate security safeguards are in place to protect against the release of critical information concerning Dept. of Defense missions and functions that could cause any type of harm to national security. Additionally, the incumbent will work closely with and assist the JS Insider Threat and Information Security teams in the execution of their duties.
The OPSEC Specialist will support OPSEC management activities like:
Developing and maintaining the Joint Staff OPSEC program
Conducting OPSEC reviews, assessments, and surveys in accordance with the OPSEC cycle
Developing and reviewing the Critical Information List
Develop, update, and track OPSEC training
Establish and manage the Joint Staff OPSEC working group
Drafting memorandums and support actions
Develop policies for identity management and social media awareness
Support and participate in Insider Threat mitigation activities
Coordinate with other JS Security Office activities
The OPSEC coordinator requires routine access to classified systems for duty performance. Telework options are limited.
Requirements
Applicant must possess the knowledge, skills, and abilities to enable successful accomplishment of the contract's assigned JSSO mission.
Applicant shall be experienced in receiving and responding to correspondence; tracking and managing tasks; developing and managing a suspense system; reviewing documents for completeness, correctness, and accuracy; returning documents to originator for additional information; contacting originator for clarification of information submitted; requesting additional documents as needed; and submitting appropriate request information.
Applicant will be able to communicate clearly and effectively in writing and orally
Must have a current active Top Secret clearance with SCI eligibility to meet requirements
Education/Experience:
Must have OPSEC Program Manager certificate (Interagency OPSEC Support Staff OPSE-2390 or DoD service component OPSEC level 2, or equivalent OPSEC PM certification)
Must have at least 2-3 year of experience working as an OPSEC program manager or OPSEC program coordinator.
Must have excellent time management and communication skills able to balance multiple deadlines
Experience in Microsoft (MS) Outlook, MS Word, MS Excel, MS PowerPoint and MS SharePoint.
Highly Desired Skills:
1-2 years of experience working as an OPSEC program manager for a large (2500+ persons) organization.
Experience drafting and staffing policy documents.
Experience with a DoD task management system (TMT, CATMS, ETMS2, etc).
Experience with an organizational Insider Threat hub’s operations.
