The Orlando VA Health Care System is seeking an experienced and dynamic Advanced Registered Nurse Practitioner. Ideal applicants are those who want to contribute to the achievement of quality care standards, as well as the growth and development of a VA academic hospital program . Responsibilities The primary mission of the Prevention and Management of Disruptive Behavior (PMDB) program is to educate and train safe and effective methods for preventing and managing all types of disruptive behavior that occur in VHA workplaces. The position of PMDB Program Manager is an essential and integral part of the overall Workplace Violence Prevention Program (WVPP), which is managed by the Mental Health Service at OVAHCS. Overall, the primary responsibilities of this position are to independently identify, develop, coordinate, evaluate, and implement all aspects of the PMDB program at all locations of the Orlando OVAHCS for all OVAHCS staff. Some of the duties include, but are not limited to; Coordination of all aspects of the Prevention and Management of Disruptive Behavior (PMDB) Training Program, and co-coordination (with the Workplace Violence Prevention Program [WVPP] Manager) of all other aspects of the WVPP for the Orlando VA Healthcare System (OVAHCS). Obtains and maintains PMDB Certified Facility Trainer status, and obtains and maintains PMDB Certified Master Trainer status, which will require travel to other VHA and DoD facilities nationwide to teach PMDB Train-the-Trainer courses. Leads a PMDB training team to design, direct, and provide standard training to Orlando VAHCS staff around the prevention and management of disruptive behavior. Administers the national standardized mandatory PMDB Training Program for all OVAHCS employees at all locations of the OVAHCS corporate structure (over 5500 employees at eight locations serving Veterans in six Central Florida counties). Collaborates closely and effectively with the Workplace Violence Prevention Program (WVPP) Manager, OVAHCS Director, Chief of Staff (COS), and Deputy COS, and VA Central Office (VACO) leadership to ensure facility policies and practices are compliant with the Joint Commission, Office of Inspector General (OIG), and OSHA requirements regarding workplace violence prevention training. Prepares, reviews, and submits PMDB training plans, assignments, completions, and other required reports to the VHA Central Office (VHACO) PMDB Program per VHACO PMDB Program instructions. Coordinates fiscal, space, and human resources sufficient to conduct facility trainings at all levels. Completes all appropriate documentation for local conference approval and travel necessary to implement the PMDB Training Program. Ensures access to all available PMDB training curriculum and training tools is available to Facility Trainers and Master Trainers. Co-Chair, Disruptive Behavior Committee (DBC): to co-lead a facility-based interdisciplinary body, which includes the COS, Chief of Police, Regional Counsel, Patient Safety, and Service-level leadership throughout OVAHCS. Tasked with overseeing (along with the WVPP Manager) the day-to-day business of the committee, including continuous receipt, review, and assessment of DBRS reports to the DBC, and follow-up actions for all decisions or business items at the monthly committee meetings. Tasked under the OVAHCS Director and along with WVPP Manager to conduct clinical aspects and team management of the Employee Threat Assessment Team (ETAT), a diverse and interdisciplinary team including representatives from the Local Bargaining unit, Executive Office, Human Resources, Behavioral Health Professionals, VA Police, Safety Office, and Regional Counsel. Tasked with conducting (along with the WVPP Manager) day-to-day business of the ETAT, including performing, reviewing, and producing behavioral threat assessments and follow-up actions for decisions or business items at the monthly ETAT meeting. Co-responsibility for providing regular reports to the ELC on trends, process and facility level safety concerns and recommendations. Serves as Team Co-Lead for the completion of the annual Workplace Behavioral Risk Assessment (WBRA), a data-driven process that evaluates the unique constellation of factors that affect workplace safety. Other duties as assigned. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Nurse Practitioners must be licensed or otherwise recognized as a nurse practitioner in a State and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected. Preferred Experience and Certifications - Maintain PMDB Certified Trainer status and will attend required PMDB conferences/trainings to ensure such status. Current PMDB Master Trainer status highly preferred Must be able to lead a PMDB training team to provide standardized PMDB training for all facility employees at all locations of the corporate structure Must have ability to perform autonomous collection, entry and analysis of data in large excel files including tracking individual employees, their supervisors, hiring dates, work locations, training assignments and status on a continuous basis Must have ability to prepare, review, and submit PMDB training plans, assignments, completions, and other reports to the VHA Central Office ( VHACO) PMDB Program per VHACO Program Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level III - Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Must pass a pre-employment physical examination as required by VA Handbook 5019. This examination is administered by VA Occupational Health. This position requires moderate lifting up to 44 lbs., carrying objects up to 15 lbs., frequent reaching above shoulder, use of fingers, hands and legs, use of cranes and motor vehicles, walking & standing up to 8 hours, bending and climbing and able to hear whisper. The incumbent must be physically, emotionally and mentally stable in order to efficiently perform the essential functions of this position without hazard to themselves or others.
