The Role
This position is for the Manager of Research and Development and will support the transformation of the NNS enterprise by identifying, developing and assisting in the implementation of new technology at Newport News Shipbuilding (NNS). The Manager is specifically responsible for the successful operation of the company’s internally funded Independent Research and Development (IR&D) and Manufacturing and Production Engineering (M&PE) programs, the externally funded Contracted Research and Development Program, to include the National Shipbuilding Research Program (NSRP) and the Navy Manufacturing Technology (ManTech) Program, the Strategic Partnership Program, and the NNS POC for the HII Corporate IR&D Program. The Manager will determine optimal application and assignment of the resources to effectively maximize NNS’s internally and externally funded research and development to foster innovation and develop technology that will improve efficacy of design, construction, and sustainment of the ships we build for the US Navy. The Manager will develop the investment strategy, innovation infrastructure, and project management team to produce the services which enable NNS to transform its shipbuilding operations and our strategic relationship with the US Navy. The role will operate collaboratively with other functional organizations (ex. Manufacturing, Programs, Engineering, Contracts and Pricing) to define the tools, infrastructure, and processes needed to implement new technologies at NNS. Develops theories for understanding, characterizing and organizing natural phenomena into a systematic and meaningful pattern for research into potential new products or inventions.
Must Have
Bachelor's Degree and 8 years of applicable, progressive professional and/or supervisory work experience; Masters Degree and 6 years of relevant experience
One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:
NNS Apprentice School graduate
Navy Nuclear Power School (NNPS) graduate
Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
Military Paygrade E-5 or above military experience
High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
Ability to obtain a Secret Security Clearance

Familiarity with NNS design, engineering and manufacturing processes
Familiarity with NAVSEA, NNL, and Shipbuilder stakeholders/customers, as well as the processes for submittal and approval of Navy Platform technical products
Familiarity with DoD contracting, FAR and DFAR requirements related to R&D
Familiarity with NNS Sourcing and Contracting processes
Demonstrated experience planning, vetting and implementing a technology investment portfolio to transform operational effectiveness
Demonstrated experience with identifying, developing, and managing research and development or process improvement projects
Experience in development, growth, leadership of a technical team of engineers, technicians and designers
Excellent communication skills that allow the ability to operate and communicate at a strategic level yet focus on details to drive successful execution and achieve value
