SUMMARY OF DUTIES:This position will support and oversee the construction of major capital improvement projects included in the Baltimore and Potomac (B&P) Tunnel Replacement Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.
Under the direction of the Senior Manager Capital Construction, the successful candidate will execute all aspects of construction project management for design and construction projects. The incumbent will also interface with a diverse array of internal and external stakeholders.
The Manager Capital Construction provides project leadership and guidance for achieving best practices in construction management and project delivery methods. The incumbent is responsible for assisting the Senior Manager to provide support in delivering projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, third party project support and system expansions. In addition, the incumbent coordinates the in-house construction efforts of the program within Amtrak-owned and/or maintained facilities and right-of-way
ESSENTIAL FUNCTIONS:Coordinates Amtrak resources and has the overall responsibility for the planning, coordination Integration, execution and tracking of various projects with the B&P Tunnel Replacement Program, including technical or engineering management requirements to support the efficient operation of a specific function or department. This includes new interlocking and bridge construction.Responsible for all construction management functions including design review and resource planning, scheduling and integration, outage planning and protection implementation, continuous operations, cost control, reports, and closeout with respect to construction of the B&P Tunnel Replacement Program.Manages the development, review, approval, and implementation of all B&P Tunnel Replacement Program SSSWP Requirements and SSSWP approval process to ensure timely approval to maintain D construction contractor and project schedule.Manages Amtrak internal and owner's representative contractor teams to ensure safe and efficient Construction Program delivery.Responsible for the implementation of technical standards, policies, and procedures as defined within Amtrak and B&P Program documents.Responsible for the development, planning, budgeting, coordination, and scheduling of resources required to accomplish construction of the B&P Tunnel Replacement Program.Responsible for coordinating Amtrak capital construction with facilities operations and maintenance.Ensures effective utilization of Amtrak staff and force account labor.Builds and maintains relationships with internal/external customers to accomplish obj ctives and provide effective communication.Assist with the planning of the B&P Tunnel Replacement Program to ensure the efficient use of resources and adherence to Amtrak's business plan.Assist with development of scope, schedules, estimates and cost-control measures for both short and long-term resource planning relating to the B&P Tunnel Replacement Program.Assist with management and oversight of project budgets.
MINIMUM QUALIFICATIONS:Bachelor's degree in engineering or equivalent combination of education training and related experience.Prior satisfactory job performance requiredMust have extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activitiesDemonstrated project management and supervisory experienceDemonstrated planning, scheduling, budget, and finance/cost control experienceKnowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure complianceExperience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budgetDemonstrated ability to work under tight time constraints, pressure, and multiple priorities
PREFERRED QUALIFICATIONS:Extensive construction project management and supervisory experienceKnowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure complianceExperience with Procore construction management softwareKnowledge of applicable labor agreements sufficient to ensure complianceStrong interdepartmental leadership with the ability to identify problems and develop solutionsExtensive experience in railroad maintenance and construction7-9 years' experience preferred.

The salary/hourly range is$113,200.00 - $146,664.00 for the Mgr Capital Construction .Payis based on several factors including but not limited to education, work experience,certifications,internal equity,etc. Depending on an employee's assigned worksite orlocation, Amtrak may consider a geo-pay differential to be applied to the employee's basesalary. Amtrak may offer additional incentive and pay programs to recognize and rewardour employees, including a short-term incentive bonus based upon factors such as individualand company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
