About Manager, Security Policy & Planning

  Responsibilities

  Reporting directly to the General Manager of Security Resource Management and Planning, the Performance, Policy & Planning Unit (PPP) works closely and collaboratively with OCSO civilian staff and PAPD across Port Authority facilities to promote a data-driven and accountable approach to resource management. The team manages PAPD records while ensuring the usability of implemented systems by offering technical assistance to the PAPD. PPP prepares crime and security performance reports and advances uniformity and best practices in cross-cutting security operations policies. The manager leads a team of management and represented employees.

  Major Responsibilities:

  Work with OCSO executive staff and department heads to develop informative metrics to improve performance and influence decision-makingOversee the review of data related to police reporting and operations, analyzing it for trends and distributing statistical reports to internal and external Transform security and policing data into meaningful presentations or analyses for a wide variety of audiences using Tableau and other analytical softwareContribute vision, best practices, and business needs to steer new technology implementation on small- and large-scale projects, including but not limited to the replacement of PAPD records management systemHandle all Uniform Crime Reporting to the FBI and ensure compliance with both New Jersey State as well as federal requirements for the National Incident-Based Reporting System (NIBRS)Serve as subject matter expert in police reporting software by providing technical assistance on system usage best practicesCoordinate policy development on cross-cutting security operations policiesManage the records storage and retention program for all OCSO departmentsCoordinate responses to public records access requests for PAPD as well as other requests for information from internal departments and outside government agenciesOversee the sealing and expungement of criminal records for both New York and New JerseyFacilitate quarterly and annual tracking of all OCSO department activities outlined in the OCSO Strategic Plan

  Qualifications

  Candidates must present the following qualifications to be considered eligible for this position:

  Bachelor's degree in criminology, public policy, public administration, business administration or related fieldAt least five years of experience collecting and analyzing qualitative and quantitative data, preparing internal reports, supporting project oversight duties, and providing strategic and operational adviceDemonstrated experience leading staff with a proven track record of effective team buildingMastery of Microsoft Office Suite is required; experience with Tableau, Crystal Reports, and/or SQL preferredExperience assessing policy, strategic documents, implementation plans, and interagency agreementsExcellent written and oral communication skillsStrong presentation and facilitation skills
