Responsibilities
The World Trade Center (WTC) is a mixed-use campus owned and operated by The Port Authority of New York and New Jersey. The 16-acre campus is home to the Oculus/Transportation Hub along with dozens of retailers, One World Trade Center, 3 World Trade Center, 4 World Trade Center, 7 World Trade Center, the 9/11 Memorial & Museum, Liberty Park, Saint Nicholas National Shrine, Ronald O. Perelman Performing Arts Center and the future 2 World Trade Center and 5 World Trade Center.
The World Trade Center Department operates and maintains all public space and infrastructure at the campus, while working closely with our stakeholders, tenants, and business partners, who run commercial and institutional portions of the campus.
Reporting to the Deputy General Manager, Operations, the selected candidate will be tasked in managing and supporting various PA wide strategies, programs, and contractor operations. The management of the World Trade Center (WTC) Site Wide Property Manager (SWPM) and communication/planning with WTC stakeholders and PA Departments (Engineering, Procurement, Law, etc.) is vital for the successful performance of this position.
Responsibilities include, but are not limited to the following:
Manage various aspects of the site wide property management agreement to ensure the SWPM and their subcontractors are performing the agreements scope of services and adhering to its guidelines. Meanwhile implementing audit controls to assist with the overall management of the SWPM.Identify, assess, and facilitate maintenance/construction projects for implantation by the SWPM or incorporation to the Capital Program and Agency Major Maintenance Program (AMMP). Oversee the implementation and improvement of facility maintenance practices utilizing the enterprise asset management system Maximo. Enhance the documentation and reporting of all maintenance efforts. Oversee the development of facility service contracts ensuring the SWPM includes the scope of services and complies with established contract administration procedures.Oversee the review and approval of purchase orders submitted by the SWPM via their procurement software (P2P) and Maximo.Manage the Hurricane Preparedness and Winter Weather Protection Plans, which include plan maintenance, execution and training via department level table-top drills and full deployment exercised with campus partners, stakeholders, and third-party vendors. Coordinate operational activities during inclement weather conditions and other types of emergencies.Participate in the WTCD Emergency Operations Center to maintain essential communications and facilitate return to normal operations during severe weather or other unplanned incidents that disrupt the operation (this may require off hour and weekend schedules on an infrequent basis)Coordinate with the SWPM, WTC PAMD Division, and Engineering's Design/Construction Divisions the identification, prioritization, and execution of various projects. Review and approval of projects scope, schedule, and budget. Monitoring of project schedule and budget. Resolution of all issues causing inactivity. Serve as a liaison with external agencies, stakeholders, and business partners on project planning and implementation.Participate in negotiations of terms of third-party agreements.
Qualifications
Candidates must present the following qualifications to be considered eligible for this position:
Bachelor's degree in Engineering/Facilities Management, Project Management or related field from an accredited college or university.Minimum five (5) year of experience in managing projects, facilities, programs, and initiatives related to infrastructure/facilities/maintenance.Must possess and maintain a valid driver's license.

Knowledge of facility maintenance operations with experience in any of the following trades:Mechanical - familiarity with HVAC, vertical transportation, and fire protection life safety systemsStructural - familiarity with paving, structural integrity, snow removal, etc.Electrical - experience with high tension, large power loads and communication systemsAbility to directly manage projects and/or oversee projects lead by contract management staff.Demonstrated experience managing professional services agreements with the ability to manage, develop and motivate diverse teams to achieve high performance.Demonstrated knowledge with reviewing, auditing, and tracking of contractor and consultant invoicing.Highly organized with demonstrated ability to establish comprehensive, detailed plans with specific timelines, milestones, and deliverables necessary to meet or exceed project goals.Demonstrated negotiation and conflict resolution skills.Demonstrated excellent written and oral communication skills, including experience interacting with senior/executive leadership within and outside the Port Authority.Demonstrated superior interpersonal skills, with an ability to foster good teamwork and cooperation with other Port Authority staff and operating units, stakeholders, contractors, and the public.Demonstrated experience in budget and estimate development and management.Demonstrated experience with procurement contract development and administration.Familiarity with computerized maintenance management information systems with a focus on optimizing the performance of maintenance systems.Proficient in the use of various computer programs such as Microsoft Excel, Word, Outlook and PowerPoint.
