  Job Description

  JOB SMMARY

  It is the responsibility of the Licensing Manager to oversee the day-to-day operations of the Licensing Department and the supervision of the Licensing staff. Responsible for the licensing and license renewal for all MSLC agents and ensuring compliance with MSLC licensing regulations. Maintain, organize, and update all agent files; manage and communicate information on an as needed basis for internal MSLC departments. Provide daily supervision of assigned staff, update files for internal use, Communicate information on an as needed basis to other MSLC departments.

  Responsible for creating agents and maintaining all records and updates throughout the life cycle of the agent, including licensing, renewing, suspending, revoking, and terminating, as necessary. Maintain an online application platform including data in GEMS, IGT Enterprise Series, and others as needed. Work with outside vendors who are linked to the Online Licensing Platform. Coordinate with the Telecommunications and Service Departments the addition and removal of Lottery equipment and product updates. Work closely with all departments to provide accurate and current data to internal staff and external groups including but not limited to applicants, agents, and municipalities. Business liaison to the IT and Telecommunications department including developing, testing and trouble-shooting any additions or updates to all licensing platforms.

  ESSENTIAL FUNCTIONS:

  Responsible for overseeing the daily submittal of online applications and renewals in a timely and comprehensive manner for all agents.Ensure that all independent retailer and corporate chain applications for new agents and change of ownerships are processed in a timely manner.License Keno agents while adhering to current policies governing the Keno product including notifying local municipalities and posting public notices.Create Corporate Chain Heads and Chain Subordinates.Schedule and coordinate with the Sales, Finance, and Legal Departments corporate change of ownerships or acquisitions with designated business entities.Ensure that all agent data, including updates and terminations are current and maintained on the On Base system, ensuring compliance with all data retention policies.Responsible for overseeing all department functions throughout the life cycle of all agents, including licensing, renewing, change of ownerships, terminations and equipment updates.Coordinate with the Network Communications Department update of any equipment at agent locations including additions or removal and the updates. Facilitate and communicate any and all agent information to internal MSLC departments including but not limited to credit and collections, sales, legal, customer service, hot line, communications, and the IT department.Provide monthly status reports as necessary utilizing reporting system(s) including Business Intelligence, Gems reporting and Tableau.Communicate in writing and verbally with internal staff and external applicants, agents and their designated representatives. Respond promptly to inquiries forwarded to Licensing. Work with Regional offices to ensure all regions and LSRs are aware of any Licensing programs involving agent participation and cooperation.Research and propose initiatives to improve efficiencies for the processing and archiving of License applications within MSLC policies.Manage operational changes within the department when required.Work with all MSLC departments in coordinating any policy changes to ensure accuracy of all information received and maintained while adhering to policies and procedures.Responsible for adequately projecting budgets for department expenditures Work with the Website department to ensure all published data related to the Licensing Department is current and accurate. Team lead for any Licensing department RFR or projects.Perform related duties as assigned.

  Qualifications

   PREFERRED QUALIFICATIONS:

  Strong management skills and experience Strong computer skills, including Microsoft Office Suite, and database reporting tools. Knowledge of MSLC systems related to Licensing functions including SGI - Gems Retailer Online Platform for Applicants and Agents, IGT - Enterprise Series system, On Base data storage. Knowledge of nCourt online payment system or similar system which processes application fees. Experience with developing online applications & systems including maintaining, updating, testing and trouble shooting. Knowledge of all Licensing policies and procedures. Experience in projecting budgets for department functions. Strong verbal and written communications skills.
