EOEEA Human Resources (HR) Shared Services provides support and administers human resources programs and services to current and prospective EOEEA employees and agency business partners for the Secretariat including Massachusetts Environmental Police, and its six agencies and their divisions including: Department of Agricultural Resources and the State Reclamation Board - Mosquito Control Projects; Department of Conservation and Recreation; Department of Environmental Protection; Department of Fish and Game; Department of Public Utilities, and the Department of Energy Resources.
This is an exciting time to join the Executive Office of Energy and Environmental Affairs (EOEEA) Human Resources Shared Service Team as we work to strengthen the Human Resources function throughout the Secretariat and its agencies. EOEEA is a mission-driven state environmental organization that is experiencing strong, sustained growth, placing increased demand on its Human Resources services. The Manager of Leave Administration & Workers' Compensation reports to the Deputy HR Officer of HR Operations and Payroll and supervises a team of leave administration and workers compensation coordinators and collaborates with the EOEEA Human Resources Competency Centers. The position works in a hybrid work environment.
The Executive Office of Energy and Environmental Affairs seeks applicants for the position of Manager of Leave Administration & Workers' Compensation.
The Manager of Leave Administration & Workers' Compensation is assigned to the Human Resources Office in the Executive Office of Energy and Environmental Affairs (EOEEA). This position plays a critical role in EOEEA Human Resources by overseeing and administering all aspects of leaves of absence and worker's compensation and IOD (Injured on duty) programs in compliance and alignment with the Commonwealth's processes and procedures.
Key Responsibilities:
Leave Administration & Workers' Compensation Leadership:
Provide direction to the EEA HR Leave Administration & Workers' Compensation team, ensuring efficient and compliant processes including providing exceptional customer service and employee outreach while responding and tracking of all FMLA and PFML cases via electronic filing system and agency's leave management system (HRCMS).
Oversees Federal Family Medical Leave Act (FMLA) and Paid Family Medical Leave (PFML). Supports team as an intermediary to effectively coordinate all aspect of leave entitlement from the initial processing of leave requests to the employee's return to work.
Liaises with the WorkPartners TPA to ensure leaves compliance and data integrity including but not limited to FMLA, PFML, EILB, Worker's Compensation, Legislative Sick Bank, and day to day sick calls.
Liaises with Corvel TPA to ensure appropriate leave and payment for MEP Officers who suffer injury while on duty.
Manage all aspects of leave administration involving WorkPartners, including but not limited to FMLA, PFML, military leave, and personal leave.
Monitor and analyze leave administration and worker's compensation & IOD metrics and trends to make data-driven recommendations for process improvements and resource optimization.
Prepare reports and maintain records related to Leave Administration and Worker's Compensation and IOD activities to inform decision-making.
Analyze leave and Workers' Compensation and IOD data and trends to.
Oversee the preparation and submission of annual OSHA and DOL reporting and assist with the Workers' Compensation reporting.
Preserve confidentiality of employee medical documentation and files
Advocate on behalf of the Leave Administration and Worker's Compensation team to the Deputy HR Officer of Operations.
Serve as a point of escalation to resolve and mitigate challenging, voluminous, or high- profile leave administration and worker's compensation transactions, cases, and requests.
Ensures compliance with collective bargaining agreements, Federal and State laws, rules, and regulations as well as agency policies.
Compliance and Reporting:
Ensure compliance with relevant laws and regulations in Leave Administration and Worker's Compensation including adherence to Human Resources Department (HRD) Department of Family and Medical Leave (DFML) and Workers' Compensation Administration and Industrial Accident Board, and State Board of Retirement, and collective bargaining agreements.
Continuously assess and enhance Leave Administration and Worker's Compensation processes, policies, and procedures to adapt to evolving needs and best practices.
Prepare and submit required reports to regulatory agencies.
Drafts and/or recommends revisions to EOEEA leave policies to ensure compliance with federal, state, and local laws and regulations.
Communicate and update managers on policy and program changes and updates.
Employee Support and Collaboration:
Collaborate with internal and external HR teams and stakeholders (e.g., DEI, HRD, Work Partners, insurance, legal, agency finance staff etc.) to streamline workflows and ensure efficient Leave Administration and Worker's Compensation processes.
Manage relationships with third-party service providers, as necessary, to support Leave Administration and Worker's Compensation and IOD.
Facilitate leave and workers compensation related training sessions for employees, managers, and human resources professionals.
Partner and consult with agencies as needed, to coordinate any action items resulting from an employee's leave.
Provide guidance and support to employees and supervisors regarding leave administration and worker's compensation and IOD policies, procedures, and rights through training, workshops, and seminars.
Foster a culture of continuous improvement, employee development, and excellent customer service.
Ensure the team provides timely and accurate information, guidance, and support to employees and managers on HR policies, procedures, and programs.
Qualifications:
Bachelor's degree in human resources, Business Administration, or a related field. Master's degree or HR certification is a plus.
• Minimum of 5 years of experience in HR, with a focus on leave management and worker's compensation.
• Thorough knowledge of federal and state leave laws (e.g., FMLA, ADA, PFML) and worker's compensation regulations.
• Strong analytical, problem-solving, and decision-making skills.
• Excellent interpersonal and communication skills, with the ability to communicate complex information clearly and concisely.
• Detail-oriented and organized, with the ability to manage multiple tasks and deadlines.
• Working knowledge of HRCMS and ability to become proficient in leave management software for PFML.
• Familiarity with government HR practices and regulations is preferred.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
