  The Executive Office of Energy and Environmental Affairs seeks to protect, preserve, and enhance the Commonwealth's environmental resources while ensuring and promoting a clean energy future for the state's residents.   Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs ("EEA") serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions, and those who work with animals and livestock. Equally, EEA works with energy consumers, power companies, clean energy providers, riders of public transit, farmers, and with cities, towns and organizations, and environmental justice populations to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.

  The Executive Office of Energy and Environmental Affairs seeks applicants for the position of Manager of HR Business Intelligence. The Manager of HR Business Intelligence will be instrumental in driving data-driven decision-making and enhancing the overall HR operations within the Executive Office of Energy and Environmental Affairs, contributing to the organization's success and efficiency.

  EOEEA Human Resources (HR) Shared Services provides support and administers human resources programs and services to current and prospective EOEEA employees and agency business partners for the Secretariat including Massachusetts Environmental Police, and its six agencies and their divisions including: Department of Agricultural Resources and the State Reclamation Board - Mosquito Control Projects; Department of Conservation and Recreation; Department of Environmental Protection; Department of Fish and Game; Department of Public Utilities, and the Department of Energy Resources.

  This is an exciting time to join the Executive Office of Energy and Environmental Affairs (EOEEA) Human Resources Shared Service Team as we work to strengthen the Human Resources function throughout the Secretariat and its agencies. EOEEA is a mission-driven state environmental organization that is experiencing strong, sustained growth, placing increased demand on its Human Resources services. The Manager of HR Business Intelligence works in a hybrid environment.

  Position Overview:

  The Manager of HR Business Intelligence within the Executive Office of Energy and Environmental Affairs (EEA) will play a pivotal role in leading the development and implementation of data-driven strategies and solutions to support the HR operations of EEA and its agencies. Reporting directly to the Deputy HR Officer of Operations and Payroll, the incumbent will be responsible for leveraging data analytics and business intelligence tools to provide valuable insights and recommendations to develop policies to enhance decision-making and drive overall HR effectiveness. The Manager of HR Business Intelligence will be a pivotal participant in leadership discussions, contributing valuable insights and strategic perspectives to inform decision-making processes.

  Key Responsibilities:

  Data Analysis and Reporting:

  Develop and implement comprehensive data analysis methodologies to assess HR operations, including workforce planning, talent acquisition, performance management, and employee engagement.

  Generate regular reports and presentations to communicate key findings and actionable insights to senior management and other relevant stakeholders within the organization.

  Prepare and deliver insightful reports, dashboards, and presentations to senior leadership, supporting data-driven decision-making.

  Strategic Planning and Decision Support:

  Collaborate with the Deputy HR Officer of Operations and Payroll to align data-driven strategies with the overall HR objectives and organizational goals.

  Provide strategic recommendations based on data analysis to enhance operational efficiency, workforce productivity, and employee satisfaction.

  Business Intelligence Implementation:

  Lead the implementation and management of HR-focused business intelligence tools and systems, ensuring data accuracy, security, and accessibility for relevant stakeholders.

  Identify and address any system or data-related issues, working closely with IT teams to ensure seamless integration and functionality.

  Compliance and Data Governance:

  Ensure compliance with data protection and privacy regulations, maintaining the highest standards of data governance and security within the HR department.

  Develop and enforce data management policies and procedures to safeguard sensitive HR information.

  Stakeholder Collaboration and Communication:

  Collaborate with HR leadership, IT teams, and other relevant departments to understand their data needs and provide tailored insights and reports accordingly.

  Collaborate with Human Resources Division and Comptroller's Office on reporting requirements and responding to inquires and audits.

  Communicate complex data findings in a clear and concise manner, enabling informed decision-making and fostering a data-driven culture within the HR department.

  Continuous Improvement and Innovation:

  Stay updated on industry best practices and emerging trends in HR data analysis and business intelligence, proactively identifying opportunities for process improvement and innovation within the organization.

  Qualifications:

  Bachelor's degree in Business Administration, Human Resources, Data Science, or a related field; Master's degree preferred.

  Proven experience in HR data analysis, business intelligence, or a related field within a large-scale organization.

  Strong proficiency in data analysis tools and techniques, including but not limited to SQL, Tableau, Power BI, or similar software.

  Knowledge of Commonwealth HRIS tools including HRCMS, HR analytics, CIW, preferred.

  Demonstrated understanding of data governance and compliance requirements, with a focus on maintaining data integrity and security.

  Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders.

  Strong analytical and problem-solving abilities with a keen eye for detail and accuracy.

  Prior experience working within a state agency, or a public-sector organization is preferred.

  Supervisory experience is preferred.

  Qualifications

  MINIMUM ENTRANCE REQUIREMENTS:

  Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in a particular specialty (i.e. scientific, professional, or technical) and must possess current license and/or registration requirements established for the performance of the position or (B) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

  II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

  III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

  IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
