The Manager, Government Relations will support a comprehensive, proactive government affairs strategy that advances Healthfirst’s mission and goals with elected officials and government agencies.
Under the direction of the Vice President of Government Relations, the Manager /will execute a comprehensive strategy designed to promote Healthfirst’s advocacy objectives and elevate Healthfirst’s presence as a public policy thought leader with a focus on local government officials in Healthfirst’s service area.
Summary:
While the focus of this role is local government engagement, the candidate should be prepared to support the team in state and federal government relations, as needed.
The Manager will work closely with other members of the Government Relations team as well as cross-functionally with Healthfirst senior leadership, Finance, State Products, Regulatory Affairs, Communications, and other key departments.
The ideal candidate will have familiarity with local legislative and regulatory procedures and an understanding of healthcare policy, specifically as it relates to the health insurance industry topics such as Medicare, Medicaid, and other government health insurance programs.
Travel across the New York Metropolitan area will be required.
You will be required to register as a lobbyist.
Responsibilities:
Lead day-to-day local government relations activity, with oversight from VP, Government Relations.
Research, track, and monitor local legislation, regulation, and policy developments to identify opportunities and risks that might impact our company.
Draft and develop materials, such as advocacy position papers, policy and advocacy briefs, Congressional testimony, and presentations to be shared with external parties.
Convene internal subject matter experts to determine positions on pending legislation.
Represent Healthfirst with elected officials, staff, and government agencies.
Qualifications and Experience
Bachelor’s degree required, advanced degree in public affairs, public health, or similar preferred.
3-5 years of related work experience, working in health insurance trade groups, legislative offices, health insurance or a similar industry.
Experience tracking regulations and/or legislation.
Experience communicating with and presenting information to internal and external stakeholders, including senior executives and elected officials.
Experience distilling legislation and/or regulation into digestible action items, for audiences at varying levels of seniority.
Strong written and verbal communications skills in a policy, regulatory, and political context.
Hybrid Work Schedule:
Report to our office located at 100 Church Street, NYC - 3 days per week.

Hiring Range*:
Greater New York City Area (NY, NJ, CT residents): $100,900 - $145,775
All Other Locations (within approved locations): $86,500 - $128,690
As a candidate for this position, your salary and related elements of compensation will be contingent upon your work experience, education, licenses and certifications, and any other factors Healthfirst deems pertinent to the hiring decision.
