RESPONSIBILITIES:
The Aviation Department is seeking an experienced Concessions, Inclusion & Compliance Manager to advance strategic commercial and customer experience (CX) objectives in connection with 500+ terminal concessions at the Port Authority's airports - Newark Liberty International Airport (EWR), LaGuardia Airport (LGA), John F. Kennedy International Airport (JFK), and New York Stewart International Airport (SWF).
Under the supervision of Senior Manager, Concessions and Strategic Customer Experience the Aviation Concessions Inclusion & Compliance Manager will be responsible for concession compliance with Port Authority Policies, Standards and Procedures. The individual will also serve as Port Authority's Concessions Manager for EWR Terminal B. In this role they will oversee the Agency's contract with Fraport USA to manage concessions at the terminal and lead the efforts to deliver world-class arrival and departure experiences.
THE SELECTED CANDIDATE WILL:
Oversee concessions program at the Port Authority of NY & NJ - Newark Liberty International Airport, Terminal B and manage the Agency's agreement with Fraport USA, concessions management service provider. Review EWR Terminal B financial and performance reports and lead Fraport USA, concessions service provider, to deliver world-class non-aeronautical revenue and customer experience. Monitor EWR Terminal B concessions financial performance and contribute to revenue budgeting and long-range forecasts.Review, approve and negotiate business terms for EWR Terminal B concessions lease agreements. Provide guidance and support to Sr. Concessions Agreements Coordinator with legal documents, projects and initiatives related to all concessions agreements with specific focus on EWR Terminal B documents.Prepare authorization documents (i.e., Board Items and Memorandum of Justification) that detail concession rental and fee structures and terms, payback agreements to support agreement execution. Provide justifications and supporting documents and work with Office of the Secretary (OSEC) to see the Items through to approval by the Port Authority Board of Commissioners. Work closely with Concessions Program Manager on EWR Terminal B related projects, operational matters, initiatives or urgent information requests. Serve as a primary point of contact for the Agency's executive management for matters related to Terminal B concessions and Fraport USA concessions management agreement. Review EWR Terminal B customer feedback, identify trends, and work with Fraport USA to develop long and short-term solutions for specific concerns. Address and resolve performance deficiencies and complaints escalated to the Port Authority.Collaborate with EWR Redevelopment and work closely with Concessions Manager Vision and Planning on Terminal B commercial and concessions customer experience vision for redevelopment. Serve as a Subject Matter Expert (SME) on special projects and initiatives, providing expertise in solicitation processes, RFPs, and industry committees.Lead Aviation Concessions unit's initiatives to ensure compliance with regulatory requirements, Port Authority policies, rules and regulations and governing legal documents including Street Pricing Policy, Minimum Wage, Labor Harmony, and sustainability requirements. Develop and implement world-class innovative reporting practices, standard operating procedures (SOPs) and training initiatives to foster compliance with existing and new regulations across all airport concessions programs.Serve as a key point of contact for all Terminal Operators on compliance relegated enquiries. Participate in the process of setting triannual ACDBE participation goals for fourteen (14) airport terminals. Assist with validating information and ACDBE participation reports provided by Terminal Operators. Identify and resolve issues as necessary. Develop and maintain subject matter expertise in FAA and other regulatory requirements for airport concessions and serve as the unit's SME on ACDBE, LBE and MWBE participation, accessibility and sustainability requirements and best practices. Liaise and foster relationships with ACDBEs and LBEs currently operating at the Port Authority airports and aspiring to become part of the airport business community. Represent the concessions unit at community outreach events and matchmaking sessions facilitated by Terminal Operators or EWR, JFK, LGA Redevelopment. Serve as Aviation Concession primary point of contact and liaison with Office of Diversity Equity and Inclusion (ODE&I), Government & Community Relations (GOCOR), and Aviation Business Diversity Program. Lead Aviation Concession unit's efforts to engage communities by collaborating with ODE&I and Terminal operators to create opportunities for ACDBEs and LBEs by advocating for developing leasing opportunities specifically for local entrepreneurs and certified ACDBEs.
QUALIFICATIONS
Bachelor's degree in business administration or a related field from an accredited college or university or a minimum of at least 10 years of experience in lease negotiations, contract management, concessions management, or related financial analysis experience.Experienced in performing business negotiations related to property and contract management.Effective communication and problem-solving and conflict resolution skills. Ability to effectively collaborate and communicate with senior or executive management and external stakeholders.Demonstrated customer service focus, with a track record of driving business decisions that improve the customer experience.Microsoft Office Suite: Word, Excel, PowerPoint, and SharePointAbility to travel to airport facilities on as needed basisAbility to pass a fingerprint-based Criminal History Records Check.
DESIRED
Experience in food & beverage, retail, and services negotiations preferably in airport setting. Experience with creating and delivering customer experience programs and initiatives.Financial analysis skills. Experience in financial modeling and database systems.General knowledge of government agency leasing and capital authorization processes. Thorough knowledge of Port Authority policies and procedures related to Airport Concession leasing.Awareness of emerging trends in technology, connected retail experience, digital applications, and passenger behavior to effectively integrate concessions with a connected airport experience.Familiarity with SAP Real Estate Module.MS Planner and MS Teams
