Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations (CG-DCO), Recreational Boating Product Assurance Branch (CG-BSX-23), Boating Safety Division (CG-BSX-2), Office of Auxiliary Boating Safety (CG-BSX), Inspections Compliance Directorate (CG-5PC), Washington, DC. Responsibilities The position serves as a Management Program Analyst, responsible for formulating and communicating boating safety initiatives for recreational boat and associated equipment manufacturer compliance for the Recreational Boating Product Assurance Branch. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Conceiving, writing, editing, producing artwork, designing, and ensuring electronic delivery of the Boating Safety Circular, a semi-annual boating safety publication that publishes policies, interpretations, and information. Researching and developing justification for requests for OMB approval of regulatory requirements involving collections of information in accordance with the Paperwork Reduction Act. Monitoring Branch email inbox; responding and/or directing inquiries to the proper subject matter expert (SME) for response. Responding to telephone inquiries and correspondence from Congress, State officials, the boating industry, and the public regarding clarifications and interpretations and Federal safety regulations. Developing directives and other issuances setting forth functions, procedures, and responsibilities for implementing management policies and decisions. Coordinating Freedom of Information Act (FOIA) requests responses for the Branch. Maintaining branch websites and regular posting of recreational boating safety material to social media websites. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. Time-in-grade requirements must be met by closing date. One-year probationary period may be required. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the next lowest grade level (GS-12 level) in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Managing and responding to Freedom of Information Act (FOIA) inquiries; Producing electronic newsletters designed to inform and educate recipients on regulatory requirements; Interpreting laws and regulations applicable to recreational boats; Developing and implementing directives and standard operating procedures to ensure management direction and program functions are properly implemented; Responding to inquiries from recreational boat manufacturers and providing accurate information or referral to the appropriate subject matter expert; and Using social media to promote recreational boating safety efforts.
