About Management and Program Analyst

  Summary This position is located in Fraud Detection and National Security Directorate, HQFDNS Front Office, Mission Support Division. As a Management and Program Analyst, you will implement, coordinate, and analyze a variety of financial and budgetary management programs, prepare and provide briefings and presentations, and develop and evaluate policies. Responsibilities The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Direct budgetary, financial, and procurement functions related to international, national, and inter-agency programs, policies, operations, and work processes. Utilize electronic databases to conduct data analysis to develop and present communications (reports, presentations, white papers) for internal and external stakeholders use based on findings. Support the planning, programming, budgeting, and execution (PPBE) process for the directorate's annual and multi-year budgeting requirements by analyzing budget patterns, expenditures, and forecasting. Review Federal Appropriations Laws, Federal Acquisition Regulations, OMB Circulars, DHS and USCIS specific policies, and other Department policies pertaining to resource management, federal budgetary and financial processes. Oversee a variety of financial systems to analyze payroll activity, monitor position ceilings for sufficient funding levels, identify and resolve budgeting errors, and implement recommendations to improve accuracy. This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed. THIS IS NOT A LAW ENFORCEMENT (COVERED) POSITION. Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas. Probationary Period: You may be required to serve a probationary period of 1 year. A writing assessment will be required at selection. Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/02/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/02/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Utilizing an agency financial system to produce funding reports, process commitments, obligations, and invoices; Monitoring the obligation and expenditure of funds to ensure authorized funding allocations are within procedural guidelines; Analyzing relevant information and communicating related analysis and policies orally and in writing to customers, management, and stakeholders to ensure accurate and appropriate protocols are followed; Applying interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment; Analyzing a broad range of programs, projects, and processes and independently devise an alternative method(s) that successfully provide a more accurate and efficient report, analysis, and/or process. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Administering program office funding and budget to include coordination of all phases of budget formulation, budget execution, and identifying and resolving issues; Writing effectively to advance business aims, creating complex documents that achieve desired results, tailoring writing style to the audience, and organizing and expressing complex ideas effectively; using graphics and other aids as needed; Managing strategic projects, organizing cross-functional teams, and collaborating with internal and external stakeholders, which integrates program, financial, and performance measures to achieve desired organizational goals; Serving as a technical authority on financial program operations by sourcing and manipulating complex data into reports utilized to influence decision making on organizational goals and policy. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build criteria competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer service. Please provide the dates and amount of time/hours worked earning this experience. Education EDUCATIONAL SUBSTITUTION: There is no educational substitution at these grade levels. The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.
