Summary About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Office of the Commander, located at Fort Sam Houston, Texas. Responsibilities Serve as a Management Analyst in a headquarters command performing functions related to researching, developing and evaluating assigned or designated missions and functions. Formulate management and/or program evaluation plans for improvement on processes such as cost effectiveness, program efficiency, and direction of programs. Analyze and evaluate major organizational aspects of substantive, mission-oriented programs. Work results serve as the basis for new organizational systems, regulations or programs. Recommend adjustments and/or change to management as a part of organizational improvement strategy. Administer cost benefit and/or budget analysis of assigned programs. Contact others as necessary, both within and outside the activity, in order to accomplish objectives. Apply basic budgetary/financial management principles and techniques to long range planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience assisting with manpower programs; and assisting with programs/projects that change organizational processes; and assisting with resource allocation planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH02). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Financial Management Oral Communication Planning and Evaluating Problem Solving Desired Experience: Force Management (e.g. change management plans, manpower, organizational transformation) Program/project management (e.g. Interactive Customer Evaluation (ICE), strategic engagements, G-Invoicing, overtime analysis, stakeholder engagement) Reimbursable Management Planning Military decision-making process (MDMP) Joint operations planning process (JOPP) Operational planning team (OPT) participation Transformation Program Objective Memorandum (POM) management Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) CF 26 - Manpower and Force Management Career Field (CF) position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. A recruitment, relocation and/or other incentives may be authorized if the selecting official determines the incentive is in the best interests of the government.
