Summary Will serve as a Logistic Management Specialist within the Property Management Division, APM-400. Responsibilities The Logistics Management Specialist serves in the Property Support Branch located in a Service Area or Center. The primary responsibility of the position is the management of personal property and facility equipment to support the National Aerospace System (NAS), the Air Traffic Organization (ATO), and other Federal Aviation Administration (FAA) initiatives and organizations. The incumbent performs complex logistics management assignments covering a wide range of assignments that include real and personal property management, inventory management, property control, fleet management, and surplus property utilization and disposition under the minimal direction of a manager or an experienced property management professional. The incumbent is a contributing specialist on larger work activities or as a project manager or team leader for large projects/programs/activities. The incumbent applies a comprehensive knowledge and understanding of property life-cycle concepts and best practices. Assignments frequently require knowledge and experience working across functional and/or organizational lines. The incumbent applies experience in carrying out day-to-day responsibilities and suggests improvements based on their knowledge of property management. He/She also applies experience and mastered skills of property asset management to all aspects of the asset management life-cycle from acquisition to disposal. Typical assignments may include: Provides assistance for all property and materiel matters to include providing technical advice, implementing and interpreting policy, recommending policy changes to management, monitoring trends. Evaluates, reviews, analyzes, and applies, as appropriate, current property policies, regulations, and procedures pertaining to all aspects of materiel/ personal property management, and makes recommendations for improvement. Provides insight to property professionals regarding property management policies and guidance; leads others and serves as a subject matter or technical expert on project or program teams. Prepares management reports and reviews for accuracy. Analyze a variety of data to identify trends or weaknesses in the asset management process. Documents data exceptions to existing property management policies, summarizes analysis, and prepares summary reports for lessons learned. Participates in the planning, establishment, implementation, and maintenance of asset management programs, policies, and processes to ensure compliance with applicable laws and regulations. Applies knowledge and experience in areas of established property management, financial management, audit activities and related areas, automated systems and programs. Will exhibit independent time management skills. Identifies, plans, and organizes available resources to accomplish projects/programs/ activities. Makes optimal use of resources to complete activities within established schedules. Works independently to perform most assignments and has contact with a wide range of professionals internal and external to the organization. Assists the Property Support Branch Manager, Front Line Supervisor, or senior specialists in responding to inquiries, including Congressional and Freedom of Information Act requests, protests, claims against the U.S. government, and similar inquiries. Has an understanding of the policies and applicable laws, property management level of responsibilities and interfaces with property officials in the FAA, DOT, and GSA as applicable. The incumbent is a subject matter expert and provides advice and guidance on property management to customers. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. Incumbent shall be ready to respond and communicate the agency's position on policy and procedures with regards to property management both internally and externally.
