  Job Description

  GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

  This position is designated as an Emergency Personnel Position. Due to the nature of the job functions and responsibilities associated with this position, the person in this position may be required to report to work during an emergency, or during non-business hours to support agency operations, even if state offices are closed or other state workers are excused from work.

  The Logistics Coordinator is a member of MEMA's Logistics Unit, which is within the Operations Section. Under the supervision of the Logistics Unit Supervisor, the Logistics Coordinator is responsible for working with other Logistics Coordinator(s) to ensure the readiness of all MEMA operational and external logistics capabilities including, but not limited to, ensuring the operational readiness of the State Logistics Warehouse; ensuring the readiness and ability to quickly and efficiently activate and operate Logistics Support Areas (LSAs) and Points of Distribution (PODs) to support disaster commodity distribution; enhancing access to critical commodities during an emergency, maintaining the content of resource inventories in local and cloud-based databases and spreadsheets, WebEOC, and other platforms; maintaining a resources list and relationships with associated 24/7 points of contact; developing and maintaining standard operating procedures and guidelines for the Logistics Program; supporting activities associated with the deployment of MEMA field assets and commodities; sustaining and building MEMA's systems and capabilities for receiving, managing, and fulfilling requests for assistance from municipalities, state agencies and other external entities; and supporting the readiness of the State Emergency Operations Center (SEOC) and the three Regional Emergency Operation Centers (REOCs). The Logistics Coordinator further supports activities supporting the maintenance of MEMA's roles and responsibilities under the Emergency Management Assistance Compact (EMAC) and the International Emergency Management Assistance Compact (IEMAC); in collaboration with other members of MEMA's staff, coordinating and assisting with deployments of equipment, commodities, or subject matter expertise in the field of incident and disaster logistics, and other response and field services related activities to build and/or enhance capabilities and functions of the Agency.

  The Logistics Coordinator also supports the unit by operating manual and motorized material handling equipment in a warehouse setting or field setting (LSA/POD), operating vehicles up to a large box truck, and towing equipment trailers, as needed.

  The Logistics Coordinator meets with vendors to assist in identifying available resources and capabilities that may be needed during times of emergency and develops processes for obtaining those resources when needed. This position coordinates with Emergency Support Function (ESF) Team members, including private sector partners, to ensure their readiness to coordinate resources and support the SEOC during activations.

  The Logistics Coordinator also responds to agency operational and logistical needs by supporting the readiness, deployment, tracking, and demobilization of MEMA assets, and coordinating access to resources provided by external partners including state agencies, non-profit organizations, and the private sector. Serves as a member of the MEOC (Mobile Emergency Operations Center) and field asset cadre, which supports MEMA field assets when they are deployed.

  The Logistics Coordinator supports facility projects at MEMA's Headquarters, Regional Offices, and the State Logistics Warehouse. The Logistics Coordinator further supports ongoing fleet initiatives.

  Coordinating with the MEMA Planning Unit, the Logistics Coordinator provides input on plans and ensures plans accurately reflect the operational component of MEMA's mission and response capabilities. This includes plan review, participation in the planning process, and other activities that support the development and enhancement of the State Logistics Annex, MEMA Logistics, Warehousing, and Commodity Distribution plans, amongst others.

  The Logistics Coordinator will perform other duties or projects as assigned or required by the Logistics Unit Supervisor, Operation Program Manager, Assistant Director for Operations, or Agency Director.

  DETAILED STATEMENT OF DUTIES & RESPONSIBILITIES:

  1. Coordinate activities to ensure a constant state of readiness of all MEMA internal and external logistics systems and capabilities. This includes but is not limited to the maintenance of lists of critical commodities, warehousing operations, logistics support areas, points of distribution, and all associated points of contact.

  2. Organizes MEMA's critical commodities activities to build the Commonwealth's capability to access and coordinate the distribution of critical commodities for events and emergencies of all sizes and scopes. Provides guidance on existing commodities capabilities and identifies gaps. Meets with vendors to build and maintain relationships and further understand purchasing, transportation, and coordination requirements. Ensures processes and protocols are in place to acquire and coordinate the distribution of critical commodities in both emergency conditions and for pre-planned event.

  3. Coordinate logistics support area planning and coordination to build the Commonwealth's ability to stage resources of any type and kind before, during and after an emergency. Identifies locations, coordinates site assessments, maintains point of contacts and works with property owners to plan and prepare sites for use as logistics support areas. Facilitates the development and execution of memoranda of understanding and agreement and works with Fiscal to support development of Scopes of Work when logistics support areas need to be activated.

  4. Coordinate and assist resource tracking during times when MEMA has activated warehousing, logistics support areas or other systems/methods for distribution of critical commodities. This includes maintaining detailed records to include the receipt, storage and issuance of commodities, equipment, and assistance.

  5. Coordinate with partners on the identification, assessment, and planning surrounding Logistics Support Areas across the Commonwealth to include air operations, fuel distribution, and base camp support.

  7. Coordinates the Resource Inventory for the Commonwealth, including the inputting, requesting, tracking, inventorying, and accountability of state and local resources maintained in WebEOC and other local and cloud-based database

  8. Assist the Logistics Unit Supervisor and Operations Program Manager in day-to-day activities for supporting and maintaining mutual aid programs and agreements at the local, regional, state, interstate and international levels.

  9. Support overall operations of the State Emergency Operations Center, which may also include field work as directed.

  Additional Duties

  May be assigned to participate in, or support training programs, drills, and exercises.

  2. May be assigned to work in or support the SEOC, State Logistics Warehouse, or other local, regional or state operations center or command post during disasters, emergencies, incidents, and pre-planned events. May also be assigned to support field response or recovery operations.

  3. May be required to work extended hours, including during nights and weekends in the event of a disaster, emergency, incident, or threat affecting the Commonwealth, or in support of pre-planned events or activation of a state, regional or local emergency operations center.

  4. May be required to travel within and outside of the Commonwealth in support of work assignments and responsibilities. Travel may require overnight stays.

  5. May or will be required to carry and use a radio when away from the office during duty hours to ensure enhanced communications with headquarters and/or regional offices.

  6. Must have basic computer knowledge and experience, and a willingness and ability to learn and use work related software programs, applications, and technology systems.

  7. Must have reliable transportation to and from work or assigned locations daily as well as during emergency activations or operations.

  8. Must have ability to form productive and effective working relations with others and to work well with others as part of a team.

  Fulfill other work-related assignments as required or assigned.

  Qualifications

  MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

  Substitutions:

  I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

  II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.

  III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

  Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

  PREFERRED QUALIFICATIONS:

  1. Previous experience supporting distribution, tracking, and reporting of commodities, durable equipment, and other items, using electronic inventory control systems, to include barcoding.

  2. Knowledge of various electronic platforms, including Microsoft Office, Excel, PowerPoint, and Teams.

  3. Previous experience and/or understanding of emergency management principles, priorities, and operations at various levels of government

  4. Previous or current licensure for lifting and hoisting (1C/2A licensure). Comfort and experience operating motor vehicles including SUVs, pickup trucks, box truck under CDL weight requirements, or towing trailers (up to 26 feet in length). All vehicles have installed telematics systems.
